Rationale: Successful training programs must address specific objectives to make an organization more effective. This, however, has seldom received the attention it deserves for a lot trainers still put their efforts and money into designing and conducting training programs rather than into evaluating them. If many trainers can't even pinpoint the specific competencies or activities that the trainees will have or do after the training intervention and cannot figure out any advantages resulting from said intervention, then perhaps the training program is not necessary, not important or the trainers simply failed to do their homework.
