RRM and/or Mobile response Aim: Partners to clearly identify RRM mission in advance and on booking requests (pax & cargo) Booking: UNHAS booking as normal Logs Cluster: SRF request as normal Important to cc (UNHAS Focal point) & identifying mission as RRM when submitting booking so it can be noted in both systems. UNHAS focal point will liaise with LC to plan pax on day 1 & cargo day 2 (or as requested) Bookings: minimum of 3 working days in advance (preferably longer)

Dry season planning Road convoys Aim: To utilise road transport where possible incorporating mitigating actions such as but not limited to Access negotiations, multiple truck convoys, banners, joint convoys etc to minimise the requests for Force protection. Agreed at ICWG and HCT level to reduce convoy support. (commercial vehicles) UNMISS: Extremely limited ability to extend resources to assist FP convoys.. (KENBATT is 1000 troops less). UNMISS perception. Access/CivMil WG: Explore all options prior to the request for FP

Dry season planning Road convoys LC: Offer convoy coordination support to partners where road is physically open and the security situation indicates risks can be largely mitigated. Support is linked into WFP strategy. Focal point is LC is Ann, Patrick for convoy planning, Fiona for Access liasion. (OCHA and WFP Access units) WFP: Strategy is to open roads. LC will link closely with WFP regarding plans and convoy passage details. Post WFPs confidence to push cargo on road route, LC will indicate route is open and support for convoy coordination. (also will stop flying air assets). LC will constantly assess roads with OCHA and WFP Access units due to changing security dynamics.

Dry season planning Road convoys Mitigating measures: Utilise and guided by OCHA and WFP access negotiations with key actors en-route Inform partners re markings on vehicles Reach out to other organisations to add numbers to convoy Standardise JVMM and RRC letter for road movement requests Focal point in LC for convoys to centralise information to liaise with FPs in organisations Organisations to nominate driver as FP for updates Circulate contact list of participants prior Meeting point-will provide details Track where possible the checkpoint numbers and costs (assumption is the use of non UN trucks & personnel on routes)

Current plans Logistics Cluster Juba-Mundri ( circulated late last week) (10-15 trucks so far) Juba to Torit (waiting on partners in Torit for official request( Juba to Terakeka – Rumbek – Wau – Aweil- interest from partners?? WFP Juba – Torit – Kapoeta Juba-Terekeka – Rumbek - Wau - Aweil
