1 Inspection Scheduling Document Review
Good morning. My name is Scott Harroun and one of your marine inspectors here at Sector Northern New England. Today I will be reviewing scheduling inspections and some documents (primarily the COI). Over the past 12 months there were some misunderstandings that resulted in COI deactivations and referral to our investigations division for possible enforcement action. I hope this review will help eliminate confusion for everyone here. I want owners, operators, captains and crews to gain better understanding of what is on the COI and ask questions if there is uncertainty about what it means. I do have a copy of our calendar though the end of May and I can schedule inspections during breaks and after the presentations are complete.

3 SECTOR NORTHERN NEW ENGLAND PREVENTION
Inspections: 2 Monument Square Suite 200 Portland, ME 04101 This past summer we moved. This is our new address and scheduling phone number. Please use this number to schedule inspections. Our office staff is reducing from five inspectors to two inspectors over the next 18 months. This centralized number is part of an effort to streamline our internal processes to maximize the availability of our remaining inspectors. Of course please feel free to contact an inspector directly if you are dealing when working with them on an inspection issue. Emergencies should got through CH16 VHF/FM, 911.

4 INSPECTION CATEGORIES
Inspection for certification Initial; Annual; Renewal Application for Inspection (CG-3752) Hull inspection (Dry Dock) External exam Internal structures exam Fasteners (wood hull) Keel bolts (wood hull) New to zone inspection Most inspections fall under one of the inspection types. For T and K, certification is completed initially and every 5. For H and international, certification is completed initially and every year. For certification an application for inspection (CG-3752) needs to be submitted at least 30 days before expiration of COI or the requested inspection date if earlier. Annual inspection is required each year that an inspection for certification is not completed. Ref: No application required. Schedule two weeks in advance of requested inspection date. Set aside 4 hrs for T boat and 4-6 hrs for K and H boats Hull exams are based typically 2 yrs. Fasteners are typically inspected every 5 years. Ref: , Hull inspections must be started before the due date. Schedule at least two weeks in advance. Review of DD extension procedures. Written request for DD extension with explanation of the circumstances for the request. A visit to the vessel is necessary in all but the most unusual circumstances. the inspector must obtain a written statement from the chief engineer, master, or both, attesting that the vessel is in suitable condition for operation during the period of extension requested inspector should then examine the vessel to the extent necessary to ensure that the condition of the vessel is, in his or her opinion, satisfactory New to zone inspection Completed when operating in a different OCMI zone. Must contact the local inspection office to schedule. - Abbreviated in scope. Charts, Navigation Pubs, Lifesaving, Fire fighting Drills are conducted.

5 INSPECTION DATES Annual inspections and awareness
The month and day of the Certification Date are the anniversary date. Annual inspections must be completed within three months either side of the anniversary date. The annual inspection can be completed anytime between April 10 and October 10. 6 month window COI is invalid if the inspection is not completed by October 10. A new certificate of inspection is required to be issued. Vessel owners and operators may be subject to enforcement actions if the vessel is operated beyond expiration or COI validity.

6 HULL EXAM DATES The dry dock exam needs to start before the next exam due date.

7 ADDRESSES Please review the addresses.
Two options are available Owner and Operator (charterer) These will be the same if you the vessel and are the operator. They will be different if the vessel is under charter to an entity other than the owner.

8 CREW REQUIREMENTS This is simply the quantity of each type of crew required to be on the vessel every time it gets underway. The number of crew can be modified under the routes and clauses in the COI.

9 ROUTES AND CLAUSES This is the operational requirements section of the COI. This is where passenger counts are modified; crewmember quantities are modified; hazardous materials are permitted or restricted and operations as a recreational vessel or uninspected passenger, freight or commercial fishing vessel are authorized. Please review with your inspector to ensure that the described conditions of operation are inline with your current operations. The wording for child size life jackets is being amended on COI to be more in line with the regulations. An adult life jacket is designed for persons larger than 90 pounds. The regulations require a child lifejacket for each person smaller than the adult size.

10 LIFE SAVING AND FIRE FIGHTING

11 STABILITY LETTER Stability letter and the COI compliment each other. Both must be followed for compliance. The COI may place greater restrictions on the vessel operation than permitted on the stability letter. The stab letter for vsls with simplified stability will discuss total passengers, total weight and variable loads. If certified for 43 pax and all 43 bring on a 15 pound piece of luggage odds are the parameters of the stability letter have been exceeded.

12 CERTIFICATE OF DOCUMENTATION
Renewed annually Ensure addresses are the same as the COI. Many vessels have more than one owner. To make sure that the right person gets mail concerning the vessel, one must be designated as the managing owner.

13 MARINE RADIO OPERATOR PERMIT
If you vessel is equipped with a radio a crewmember needs one of these. FCC Station License FCC Safety Certificate Aaron Garnier will talk about those in his presentation

14 LICENSES AND ENDORSEMENTS
46 USC 7110 require a license be displayed in a conspicuous place on board the vessel. Crew licensing - the shift the new passport style requires only the endorsement to be displayed. Do not display the personal information of the crew members.
