RDS Purpose The Residency Determination Service (RDS) is a centralized residency service for all students seeking admission to, and in-state tuition rate at, a North Carolina public College or University and for students seeking to be eligible for the North Carolina state grant as part of their state financial aid package. RDS Purpose Students use one residency determination to seek in state tuition to North Carolina public schools and to establish eligibility for in state financial aid. Residency Determination Service streamlines the process to determine residency through a standardized online interview process accessible from campus admission applications, CFNC, and directly on the RDS website. RDS Update Just over 27,000 students have used RDS (4/3/17) 27,324 initial considerations 1,387 reconsiderations 823 RDS appeals All numbers include active, in process, under review, or closed determinations RDS Call Center has received 7,635 calls (4/3/17) 16 seconds – average hold 5:40 – average handle (includes wrap-up) Spring Conference April , 2017

RDS and the State Grants Portal
No “grace period” in residency eligibility for grant consideration Grant dollars go ONLY to NC residents RDS is authority for residency eligibility for grant consideration If school has information that student is “non-resident” of NC, school must report student as “ineligible” for grant in current term Spring Conference April , 2017

Transitional Period Goes through Academic Year Is needed because we are using a combination of RDS and School determined residency; Grant system does not know if school has already determined During this time, an RDS result of Y, and Continuous Granting flags on the portal are informational; only the college knows if the campus made a determination prior to RDS implementation. NOTE: An RDS result of ‘N’ effective prior to the Hold Harmless Date will result in grant removal. Spring Conference April , 2017

After Transition Period
Transition Period is through Beginning in , student must have received state grants in the prior year (17-18) or they must complete RDS to receive state grants Spring Conference April , 2017

Residency Related Flags in Portal
RDS Flag: Y (yes)= in-state N (no)= out-of-state U(unknown)=student has not completed RDS RDS Val Flag: The RDS result of Y or N has been validated (student has returned requested documents or validation has been completed). Validated determinations are final unless the student seeks reconsideration or appeal. Spring Conference April , 2017

Residency Related Flags in Portal
CGF Flag: Continuous Granting Flag. This flag set to Y indicates a student has received state grants at your college in at least one of the past two semesters and therefore has already been determined to be a NC resident Y = student has received state grants at your college in at least one of the past two major terms (fall, winter, spring). N = student has not received a state grant at your college for the past two terms. Spring Conference April , 2017

Residency Related Flags in Portal
Residency Discrepancy Flag: If this flag is set to a Y, CFI has found a negative discrepancy related to residency and removed the student’s state grant A student may be flagged for discrepant information if: The student completes RDS and is found to be non-resident (RDS flag also flips to ‘N’) The student updates the FAFSA to show non-NC residency Spring Conference April , 2017

If CFI finds a negative discrepancy related to residency for a grant eligible student: The residency discrepancy flag is set to Y An alert is placed on the dashboard If the grant that was removed has had funds disbursed to the school: alert to school Create adjustment record on grants portal Spring Conference April , 2017

If a student with a residency discrepancy clears the issue by: Submitting a FAFSA correction or Requesting appeal or reconsideration through RDS and being determined to be an NC resident CFI will: Put alert on dashboard that the grant has been restored Send notification that grant is restored Spring Conference April , 2017

Residency Discrepancy – Hold Harmless Dates
Fall: 10/1 Spring: 3/1 Negative discrepancy information effective after the Hold Harmless date will not affect the student for that term, but it will affect the next term. The Effective Date is the date the student started the RDS process. Spring Conference April , 2017

Residency Discrepancy Email Alerts
alert occurs when: A student’s grant is removed AFTER funds have already disbursed to the college A student’s grant is reinstated after being removed due to adverse residency information. Spring Conference April , 2017
