Law Enforcement Investigation Support Suite
LEISS Peggy Bell, Executive Director Dave Elwood, Application Developer

“the Delaware way” Delaware’s Criminal Justice community is unique.
Because we are small, we can do big things! All Law Enforcement use the same reporting tools. The same data is collected whether it’s a department with 2 officers or 700 officers. All CJ data is stored in the same repository. Great for information sharing and quality control.

EPC & LEISS Written in VB6 1998 technology
Microsoft support ended 2005/2008 Made up of over 300 individual executables Report data stored locally in Access before upload to mainframe
6
Why we had to Keep up with the times
Starting to experience compatibility issues with newer versions of Windows. Discontinued support of VB6 Faster more efficient technology available with .Net and C# Evolution and use of new mobile computing technology
9
The re-write roadmap First step was the .Net “wrapper” for EPC/LEISS.
LEISS.Net is born 2007 VB executables were launched inside the .Net along with other tools eCrash became the first WPF/C# application deployed. Provided the user with a much more robust UI. IDR and eTow released both WPF/C# applications This now the first time we have the ability to easily exchange data between the different reports. The new LEISS.Net was first released with Sex Offender Registry application. This gave us a smaller user base to do initial rollout.
10
Re-write considerations
No changes to the mainframe file store. This allows us to still use existing mainframe brokers. Allows reports to move between the new and old systems seamlessly. Well almost!! Allows for a “phased in” approach for the new. Consider the future!! Even though the data is stored in the same buckets… We invested a lot of time in developing the C# classes in a way that would accommodate future growth and sharing.
11
What’s under the hood? LEISS.Net upgraded from .Net 3.5 to (upgrading to by end of year) Windows Presentation Foundation (WPF) with C# 6.0 backend. eCrash, IDR, eTow and SOR applications all updated to the new look and feel.
