Formal agreement on technical cooperation between ISO and CEN ‘ Signature 2001 ‘Codified version’ 2016 ‘Guidelines on implementation’ To avoid duplication of work at International and European levels Codified version – after 10 years, need for simplification and clarification Why – the advantages No copyright issues; Common Drafting Rules and synchronized approval processes; Freedom of choice – possibility to proceed separately by the unsatisfied party.

Vienna Agreement Modalities
Information exchange between CCMC and ISO/CS Cooperation by correspondence Representation in meetings Adoption of available publications Different levels of cooperation – the most basic – exchange of catalogues at the level of Secretariats of ISO and CEN - between TCs – by correspondence and through mutual representation in meetings - more advanced – adoption of available publications and lastly – parallel development of common deliverables Modality: by correspondence Vienna Agreement specifies rules for cooperation by correspondence TC-secretaries: Draw an agreement between respective committees on modalities TC members: Comments sent by TC secretariat to its counterpart shall reflect views of the committee Non-CEN-Members: CEN agrees to accept comments at CEN enquiry stage from ISO member bodies outside CEN Modality: Mutual representation VA also specifies rules regarding mutual representation in meetings Formal nomination of representatives to meetings Maximum four representatives of the other organization Preference given to non-CEN members when nominating to participate in CEN meetings Representatives of ISO or CEN shall represent consolidated view of the nominating committee Common work, Adoption of available publications 3 possible scenarios for Adoption of available publications: Organization, wishing to adopt a standard from the other organization, submits it to its own adoption procedures Ideally, this publication should be adopted without change (identical standards) If not possible: two options Revision of publication using parallel ISO-CEN approval (preferred) Adoption of modified version of the available publication (And gets a new reference number ) Parallel development: next slide Parallel development of common deliverables

How works “Common Work”? Parallel development of standards
Agreement between both Technical Committees Identification of lead organization (ISO lead preferred) NWI approval in both CEN & ISO Parallel, synchronized enquiries (ENQ/DIS) Possibility to skip FV/FDIS Parallel voting, synchronized (FV/FDIS) Dual publication EN ISO Revision/Amdt – default ISO lead No details just name the steps. Main messages: ISO lead is the preferred option CEN lead is only possible if this is supported by a simple majority of non-CEN P-members of the respective ISO committee; Exemptions are only possible where there are legitimate reasons which are acceptable to the non-CEN national members (e.g. EC mandates); In case of harmonized standards – parallel development possible, intervention of NAC Amdt = amendment ISO/CS always handles the document, CEN publishes European foreword and Annexes © CEN-CENELEC

Common planning of New Work Items Parallel voting on draft International Standards Conversion of European Standards into International Standards Common Planning: All CDV and FDIS circulated for vote in IEC are automatically submitted for enquiry and vote respectively as prEN within CENELEC, with the following exceptions: • Those emanating from certain IEC Technical Committees and Sub-Committees nominated by the CENELEC Technical Board as outside CENELEC requirements. However, a specific draft from these TCs or SCs may be considered for parallel voting; • Draft amendments to IEC standards which have not yet been harmonized by CENELEC as EN or HD, shall not be submitted to parallel voting. Such cases shall be detected by the CENELEC/CS and the IEC/CO shall be informed accordingly Parallel voting: Common Modifications (CM) If an IEC standard does not fully satisfy the European market, CLC/TC decides on the need to develop ‘Common Modifications’ at the beginning of the process CDV stage FDIS stage Conversion: CENELEC offers published European standards to IEC: CENELEC deliverables of European origin ‘homegrown standards’ European Common Modifications to IEC based standards © CEN-CENELEC

Overview IEC-CENELEC Aims at identical worldwide and European standards Rational use of available resources Parallel vote but possibility to adapt to European needs (Common Modifications) ~78% of CENELEC standards are identical or based on IEC standards. RECOGNIZING Sometimes particular needs for standards in EU, are not reflected internationally (content – urgency) CEN and CENELEC operate within, and must respect, a political environment (EU/EFTA – European Standardization System – New Approach - …) ISO and IEC to take into account requirements of mandates
