3 Local Context The WCDR Improvement project includes the following components: Road Works: Improvement of approximately 30.7 km of WCDR from Vreed-en-Hoop to Hydronie; Road Safety Awareness: Consultancy services for the development and implementation of road safety awareness campaigns; Capacity Building: Consultancy services for highway development and management training; Engineering Services; The objective of the project is increased efficiency and safety of road transportation along West Coast Demerara Road (WCDR). 5 Local Context Requirement to educate parents about traffic safety – e.g. cycling with two children also on the bicycle whilst carrying an umbrella that obscures vision is a challenge Page  5

6 Local Context Ineffective traffic signals increase the danger to students and shoppers who are trying to use this crossing facility. Nursery, Primary and Secondary Schools are close by. Page  6

7 This crossing facility services students attending Cornelia Ida Primary and Nursery School. It is situated at a heavily trafficked bend in the road where vehicle parking reduces pedestrian sight lines and a lack of effective signs and markings increase the dangers to students. 9 Road Safety Education Road Safety Education is the science of positively influencing attitudes and road user behaviour. It supports and works alongside the disciplines of engineering and enforcement. RSE emphasises on: Promotion of knowledge and understanding of traffic rules and situations; Improvement of skills through training and personal experience; and Strengthening and/or changing attitudes towards risk awareness, personal safety and the safety of other road users.
