4 AWARENESS lcl MAY 2016 – SCC received report from Boston Harbor Cruises that M/V MAJESTY has ran aground near Georges Island Boston Harbor.

MASS State PD – 1 boat MEP – 2 boats MASSPORT Fire – 2 Boats Boston PD/Harbor Master – 1 Boat Boston Fire – 1 Boat CG 29RBS from Sta Point Allerton is first O/S and became default OSC – This was not clear to other responders

9 PLANNING After evaluation of vessel it was determined to remove all passengers and crew rather than wait for high tide. OGA vessels rafted outboard of each other to disembark passengers BHC dispatched a second passenger ferry for collection of passengers, but due to free board and draft restrictions it was decided all passengers would be removed via OGA assets and transferred to M/V SANCTUARY who was near by and then M/V SANCTUARY would bring them all to Long Wharf. It was BHC decision to use Long Wharf as the collection area. Sector Boston and Partner agencies had no objection Salvage plans were discussed between Sector Boston and BHC with Clean Harbors to recover and monitor any fuel leaks.

11 OPERATIONS Response vessels rafted outboard of each other to disembark passengers Passengers were transferred to SANCTUARY SANCTUARY transport passengers to Long Wharf All shore side support for passengers was arranged by BHC No medical issues or injuries were reported so no EMS was need at landing site. Initially there was confusion with the Captain concerning head count, but the issues was resolved at Long Wharf Sector Boston had two investigators meet passengers at Long Wharf along with 3 safety officers to confirm head count

Sector Boston conducted internal hotwash and external hotwash

14 LESSONS LEARNED Issue MASS Rescue UMIB and not a SMIB
METROFIRE has been established BHC had a representative in the IMT space to work alongside IC. Recommend space is outside secure area. Have public affairs officer work directly alongside IMT ** BHC should consider additional training for employees to emphasize the importance of timely and accurate head count. External Hotwash was very bennificail DOCUMENT DOCUMENT DOCUMENT!!!!!
