1 Minute to remember these facts
If you want to solve a problem, you have to solve the causes of the problem. Many police officers in Rio are lowly paid, uneducated and badly trained and they accept money (bribes)from the drug gangs. The countryside of Brazil has fewer job prospects than the cities. The gap between rich and poor is very big in Brazil. In fact, the poor people only make 1/10 of the amount of the average person.

Considering those facts, are these good solutions to problems?
Problem – people are moving from the countryside to the city creating favelas. Solution – stop people moving from the countryside to the city. Problem – there is a high crime rate in Rio De Janeiro, especially in the favelas Solution – put more police officers in the favelas.

Be careful in your problem-solution analysis!
1. Stopping people moving to the city from the countryside does not stop the cause of the problem. The problem is caused by more jobs in the city and fewer jobs in the countryside. 2. Putting more police in the favelas does not stop the causes of crime – lack of education and economic difficulties. Also, the police officers are often very corrupt. If the city does not have money to pay police high salaries now, then if they got more police they would have to pay them even less.
