LABOR RELATIONS - REGIONALLY
Grievances The Region has a total of 50 pending disciplinary cases Grievances pending in the region total 49 The predominant nature of grievances in the region include promotions, merit assessment, Judge White Recommendation, Recognition of previous experience Most of the grievances lodged are as a result of members disputing the new policies which have been introduced since the demilitarization of the department and disagreements on Public Service Resolutions. Recruitment The region is in the process of recruiting 1 Director, 07 Deputy Directors, 37 ASDs and 39 Snr Correctional Officers. These are to be finalized by the end of Dec 2006 660 entry level recruits have been finalized for this financial year. 02 pharmacists have been appointed & will assume duty on 02 Jan 2006 02 medical practitioners have been approached and processes are underway for their appointment 05 teachers, 22 nurses & 18 social workers have been appointed

Acting Allowance & Interim Promotions
There are only 06 members acting in financed positions in the region. These are also receiving acting allowances For addressing internal promotion challenges 758 positions have been advertised for Salary level & 356 Filled An addition of 356 positions for internal promotion of Salary level 6 – 7 have been advertised with 187 positions filled to date. Salary level 6 - advertised 402 & Salary level 7 - Advertised 169 to promote members by March 2006 To cater for members who did not qualify in the previous promotion drive, the minimum requirements have been reduced from Matric to recognise prior learning and experience to accommodate non – Matriculants. This is planned for implementation by end March 2006.

PLANS FOR CORP SERVICES FOR THE NEXT 12 MNTHS
The Region will train all the supervisors and managers on the new disciplinary code and procedures over the next 12 months Training is currently underway to train them on Presiding and initiating over disciplinary cases Line management is currently being trained on the current legislation in order to ensure that grievances are finalized timeously SMS member’s training will start in January 07, followed by deputy directors and assistant directors in February and March 07 Snr correctional officials will be done in phases over the next 3 – 12 months Financial provision has been made to accommodate this training Once all the advertised posts have been filled the Region will embark on phase two of the recruitment. 350 entry level trainees will be recruited A 2nd group of critical and unfunded positions will be identified and financed In the next 3-6 months, a strategy will be put in place to ensure that vacated positions are filled with immediate effect, to avoid lengthy acting in vacant posts
