Meetings and events The 46th Meeting of the APEC Expert Group on Energy Efficiency & Conservation (EGEE&C 45) was held on 31 August – 2 September 2015 in Cebu, Philippines APEC EGEEC Activities in Support of Energy Intensity Reduction Goals were discussed in the meeting Economies are encouraged to have a more streamlined project line-up in some key areas in the future High demand on information sharing on the impact of programs, policies, and the lessons from the projects implemented Customized suggestions and recommendations based on different needs of economies are necessary A project on the gap assessment of APEC energy efficiency work is supported by groups

Governance Issues Mr. Li Pengcheng (PRC) from China National Institute of Standardization is the standing Chair of EGEEC Mr. Ren Wei (PRC) ) from China National Institute of Standardization provides secretariat support to the EGEEC We are seeking support with both the chairing role (a Co-Chair to work with China) and the EGEE&C secretariat services (a Co-Secretary to work with China) APEC EGEEC is recommended to approach EWG representatives and request for assistance in cleaning up and update the mailing list of experts in EGEEC.

Projects - Ongoing EWG A – Technical Reference on Harmonisation of Energy Efficiency Test Methods of Refrigerators Toward the New IEC among APEC Region (China) The project aims to promote harmonisation of energy efficiency test methods in the APEC region in line with the new international standard IEC 62552, in order to encourage technical innovation and increased trade in energy efficient refrigerators. A workshop for capacity building of IEC standard was held in December 2, 2015 in Guiyang, China.

Reducing losses in power distribution through improved efficiency of distribution transformers Distribution transformers (DTs) are a key component responsible for about 30% of electricity transmission and distribution losses. China presented the CN supporting the improvement of DTs’ energy efficiency in APEC economies by building the capacity of standard making bodies and policy makers for the adoption of the upcoming IEC standard for DTs (IEC ). The adoption of the new IEC standard will directly contribute to support utilities’ objectives to reduce losses and provide an appropriate tool to drive improvements in DTs’ design towards higher energy efficiency.. Thailand, Chinese Taipei, The Philippines and US had agreed to co-sponsor the CN. ICA will be an important partner of this project.

Workshop to Develop Qualified Product Lists for High- Quality and High-Efficiency Commercial, Industrial, and Outdoor Lighting Products and Control Systems in the APEC Region The promotion of LED lighting products has become a focus of energy efficiency programs in APEC region. A qualified product list (QPL) will provide assurance of high-quality that stakeholders can use to procure the best and most efficient products available. US presented the CN focusing on the development of QPLs by: review of the current QPLs being used in APEC economies; discussing current testing and standards for inclusion in these QPLs; exploring opportunities to develop a common APEC qualified product list. China, New Zealand, Chinese Taipei and Thailand had agreed to co-sponsor the CN. The workshop will be implemented collaborating with a Clean Energy Ministerial project team. We noted this CN was proposed in both SCSC and EGEEC. We hope EWG can give instructions on how to implement the project under two forums.

Gaps Assessment on APEC Energy Efficiency and Conservation Work Toward Fulfilling the Leaders’ Energy Intensity Reduction Goal The EGEEC was requested to improve the strategy and streamline the projects for ensuring continued progress toward the APEC Leaders’ Energy Intensity Reduction Goal. US presented the CN to do assessment of gaps in energy efficiency and conservation work by the EWG, particularly the EGEEC and address APEC economies’ needs for guidance and best practices in implementing energy efficiency and conservation measures. China, Chinese Taipei and Thailand had agreed to co-sponsor the CN. Energy Smart Communities Initiative Knowledge Sharing Platform will be utilized as a leading source.

APEC Workshop on Promoting the Development of an Evaluation Community Evaluation of energy efficiency policy is essential to developing effective policy and to understanding the impacts of policy and program implementation. However, the practice of evaluation is lagging behind, especially in many APEC developing economies. US presented the CN to organize and host a workshop to bring together policy makers and the evaluation practitioners to highlight the value of evaluation and discuss the idea of developing an Evaluation Community. The aim of the CN is to begin a capacity building process through enabling a robust environment for evaluation, strengthening institutional capacity, and improving individual evaluator capacity. . China, New Zealand and Thailand had agreed to co-sponsor the CN. Policy and program evaluation was recognized as a key barrier during the discussion in the 46th EGEEC meeting.

Eco hogares: eco-efficiency program to promote environmental citizenship and the development of small and medium enterprises Eco-Point program was implemented in Korea, Japan and Thailand, where consumers are rewarded with “eco-points” when they purchase eco-labeled products to redeem for items like gift cards, prepaid cards, or other goods and services Peru presented the CN to create a digital platform similar to Eco-Point program that allows systematize, recognize and promote the efficient use of energy resources and the sustainable trade of goods. Japan and The Philippines had agreed to co-sponsor the CN. We welcome this CN but are not sure if this CN falls in the field of EGEEC. We hope our experts can review this CN in the next meeting of EGEEC.

Strategic Plan to Implement APEC Cooperation Initiative for Jointly Establishing the Asia-Pacific Urbanization Partnership In the latest 12th APEC Energy Ministerial Meeting in Cebu, Philippines, Energy Ministers instructed EWG to work with APSEC with the assistance of the LCMT-TF to undertake APEC Cooperation Initiative for Jointly Establishing an Asia-Pacific Urbanization Partnership endorsed by APEC Leaders in 2014. China presented the CN supporting APSEC to develop a strategic plan to establish a cooperative network for cities executives, to facilitate knowledge sharing and to provide systematic training to support the Urbanization Partnership among APEC economies. Hong Kong China and Malaysia had agreed to co-sponsor the CN. We hope EWG can consider this CN and confirm if it is necessary to review this CN in more expert groups as it covers broad topics.

Promoting innovative green financing mechanisms for sustainable urbanization and quality infrastructure development in APEC region The innovative financing mechanisms are essential to support the APEC economies with their transition into green, sustainable, energy-efficient, and low-carbon urbanization.. China presented the CN project for researching the existing but less known financing mechanism, encouraging communications through different parties, identifying the successful experience, providing a platform for experience sharing and lessons learning, and building capacity for APEC economies to utilize effective financing mechanism to support quality infrastructure development and sustainable urbanization. Hong Kong China and Thailand had agreed to co-sponsor the CN. We noted this CN has also been proposed in EGNRET. We hope EWG can determine the sub-forum of this important CN.
