GIPSA Reform:
The amendment would codify the provisions included in the House Ag Appropriations bill the last two years and prohibit USDA from advancing work on the proposed GIPSA rule or any new regulations or policy documents related to the onerous provisions included in the proposed rule. Offered by Reps. Conaway (R-TX) & Costa (D-CA).

3. 2012 Farm Bill (continued)
Mandatory Country of Origin Labeling:
The amendment requests a report from USDA on how they would comply with the recent WTO ruling.
Considered a placeholder for a statutory fix to be developed during the conference process.
Offered by Reps. Neugebauer (R-TX) & Scott (D-GA).
Approved by a vote of 34 to 12.

Lead by Reps. Goodlatte (R-VA), Costa (D-CA), McIntyre (D-NC), and Womack (R-AR).
In August 34 Senators request RFS waiver through three separate letters.

August 17, the D.C. Circuit court issued a splintered opinion on standing, in which the majority concluded none of the three broad industry groups had standing (Food, Petroleum, and Auto/Engines).
Judge Kavanaugh authored a dissent that concluded that both the Food and Petroleum petitioners had standing and that there was signification conflict within the circuit.
September 28, the petitioners filed for rehearing.

7. E-Verify Reauthorization
On September 28, President Obama signed a 3 year reauthorization of the E-Verify Program.
Passed overwhelmingly by both the House and Senate.
Straight reauthorization with no modifications to the E-Verify program.
