2. Uniform Procurement Identification Changes
Background
Required to incorporate changes published by FAR Case to implement a uniform PIID (Procurement Instrument Identification) numbering system across the Federal Government.
Summary of Significant Changes
1 October Purchase order numbers change from an “M” in the 9th position, to “P” for manual awards
1 October The remaining changes will be implemented. Existing contract/PO/DO numbers will not retroactively change.
All task / delivery orders will have a 13-character delivery order number - the current four-character supplementary identifier will no longer be utilized
Modifications to task / delivery orders will have a six-character modification number versus two-characters

3. Uniform Procurement Identification Changes
All DoD solicitations and awards will continue to use 13-character basic PIID:
Positions 1-6: Activity Address Code (ACC) – known as DoDAAC in DoD
Positions 7-8: Last two digits of the fiscal year
Position 9: Letter indicating the type of instrument
Positions 10-13: Agency assigned number
All task / delivery orders will utilize a 13-character PIID structured as described above, containing an “F” or “M” in the 9th position

4. Uniform Procurement Identification Changes
To maintain visibility of delivery order sequence, a 6-position numeric counter will be provided on every LTC delivery order. This counter will begin at on 1 October 2017 and will be maintained for each basic long term contract.
