Technical cooperation challenges
National planning for CNS/ATM systems for India Good Morning Ladies and Gentlemen, In this presentation, initially I shall speak about how ICAO through its technical cooperation program has enhanced and expedited the planning efforts of Indian civil aviation authorities in segment of CNS/ATM systems There after we will the see current initiatives of ICAO in extending similar assistance on worldwide basis through a standard guidance material.

GLOBAL AIR NAVIGATION PLAN FOR CNS/ATM GUIDANCE REGIONAL PLANNING PROCESS (7 Regions) NAT SPG EANPG NAM-PG MIDANPIRG GREPECAS APIRG APANPIRG The regional planning process,as you could see, is the principle engine of of ICAO planning and implementation work .It is here that the top down approach comprising of global guidance converges with the bottom up approach constituted by planning by the states,The national planning ,besides serving as input for regional planning is necessary for addressing both international and domestic air traffic . Technical cooperation project ICAO and India
To structure a national plan for CNS/ATM systems India , having recognized the need to develop a strategy for transition to satellite based ATM, sought the cooperation of ICAO in structuring a national plan for CNS/ATM systems.

Mechanism Management Core group of national experts ICAO expert
As part of mechanism to achieve this objective, a core group of national experts drawn from the relevant disciplines was established .The top management provided high level guidance and policy decisions while ICAO expert acted as systems integrator. Core group of national experts ICAO expert

Process Established a continuous ongoing consultations within the core group and with the management Adopted a systems approach providing end to end analysis encompassing critical issues ICAO ,while establishing an ongoing consultation with the core group and the management,adopted a systems approach covering all critical issues in structuring the national plan.

Airspace users requirements Functional requirements The initial phase of the technical cooperation project included in identifying functional requirements in terms of ATM objectives and supporting CNS infrastructure by carrying out technical audit of current systems keeping in view airspace user requirements and air traffic growth in the state.

Cost benefit analysis Sensitivity analysis Implementation timelines Harmonization The final phase included developing a business case through cost benefit study and sensitivity analysis. It followed by determination of milestones for CNS/ATM systems elements implementation while ensuring that the national plan is harmonized with regional plan.

Interface with CNS/ATM systems partners
Military Airspace users Industry The major input for structuring the national planning was provided by the military and airspace users.The local manufacturing industry was also associated in structuring the national plan in order to identify the areas of indigenous development of hard ware and soft ware.

Deliverables CNS/ATM systems planning document High level presentation
As a result of continuous interaction with all relevant bodies and related professionals, the national planning document for CNS/ATM systems was finalized. ICAO expert also made a presentation of the national plan so structured, to a high level body represented by the civil aviation ministry, Airforce, airspace users and other related organizations.

Extension to worldwide application
Request from States for similar assistance In response a model national plan for CNS/ATM systems has been prepared Meanwhile requests from various states for similar assistance was expressed in different forums. In response to this ICAO has developed a guidance material to serve as model national plan for CNS/ATM systems.

Model national plan for CNS/ATM systems
Serves as guidance material for the States Comprises of comprehensive check lists, standard templates,decision trees and implementation tables This guidance material will assist the states in planning for CNS/ATM systems by following a structured approach through the use of exhaustive check list, standard templates and decision trees.

Covers cost/benefit studies including sensitivity analysis Assist in harmonization of national plan with regional plan In addition, states would be in a position to undertake cost benefit study and at the same time ensuring that national plan so developed is in harmony with the regional plan.This is achieved by the use of standard format for the planning process.

Workshops on model national plan
Designed workshops with focus on <<hands on>> experience Organized during : 3 workshops for the States of MID region and 4 workshops for States of CAR/SAM region Further to the development of guidance material, ICAO has scheduled a series of workshops with a focus on hands-on experience for assisting the states in planning for CNS/ATM systems.So far ICAO has conducted three workshops for the states of Middle East region and four workshops for the states of Caribbean and South American region.

Planned workshops during June-Dec 1998: six workshops covering all the States of Africa one workshop for eastern European States During the later part of this year ICAO has planned for six workshops covering all the states of Africa and one workshop for eastern European states.

Conclusion ICAO has established a technical cooperation project in planning and implementation of CNS/ATM systems States requiring assistance may avail this opportunity To conclude this presentation it is brought out that states requiring assistance in planning and implementation of CNS/ATM systems may avail the opportunity through the technical cooperation program of ICAO.
