2. Integrated Plan for Carer Support Services
In the Budget, the Australian Government committed to the development of an Integrated Plan for Carer Support Services (the Plan).
In recognition of the important work that carers do, the Plan outlines actions to improve access to information and services for carers.
The Plan is about ensuring that carer needs are recognised and supported in their own right.

Carer Gateway commenced on 14 December 2015.
Carer Gateway guides carers to the support and resources they need through a national:

10. Integrated Plan for Carer Support Services
Co-design - working with the sector and carers to develop a model for a new integrated carer support service system.
Carer Gateway Advisory Group and the Subject Matter Expert Working Group.
A draft Service Concept was developed describing:
proposed support services;
how to address the needs of carers;
improving carer wellbeing; and
how to sustain carers in their role.

11. Integrated Plan for Carer Support Services
The draft Service Concept was developed through:
research;
environmental analysis;
market research;
input from stakeholders including carers; and
an analysis of international evidence on achieving good outcomes for carers.
Public consultation in May and June 2016.
Feedback and further co-design activities informed the development of the draft Service Delivery Model for a new integrated carer support service system.

12. Integrated Plan for Carer Support Services
The draft Service Delivery Model aims to:
support carers to participate in everyday activities, such as education and the workforce;
reach carers earlier, and build their capacity to sustain their caring role;
support carers that are in, or at risk of a crisis;
support carers to improve their long term social and financial outcomes;
deliver services to more carers;
provide a service that will be valued by carers; and
provide a service that is easy to access and use.

The draft Service Delivery Model (continued)
No wrong door approach.
Proposed three levels of access to services:
National – some services, such as phone and on-line counselling, and the Carer Gateway website;
Regional – regional hubs will provide or facilitate access to services for carers, including preventative and emergency supports; and
Local – local service providers would be contracted to provide carer services, and these would be coordinated by the regional hubs.

14. Integrated Plan for Carer Support Services
Public consultation on the draft Service Delivery Model was between 6 November and 16 December 2016.
The consultation documents, and submissions that are publically available, can be found on the DSS Engage website at www. engage.dss.gov.au.
A revised Service Delivery Model, including feedback from the consultation, will form the basis of a proposal to Government.
