Report: Nimbyville Scenario. Terms of reference
You are to submit a report of a plan your group is devising for the layout of a new digitally-connected town.The first, fully-integrated project in the Australasian region. The report will be examined by the Public Works finance committee composed of the HNZC, Environment Waikato, DoC,local Iwi representatives and technical experts co-opted on to the committee for this project from MORST. Nimbyville Terms of Reference
The group’s bidders’ report must be completed by 8th September 2004. The maximum possible Crown expenditure on the project is $562M the minimum is $430M. The total funding will be shared with the private builders’ consortia involved on a 50/50 basis, i.e. your group needs to find a similar sum to ‘match fund’ the tender. 16/06/2018 Tom Cockburn Wintec

Introduction: Background, aims & objectives
The finance committee will carry out interim and final inspections and audits of sites and accounts. Your aim is to construct a new town for the lowest feasible cost whilst catering for all sections of the projected population. Your group must ensure population needs are covered both in terms of housing, education, technology access and employment. 16/06/2018 Tom Cockburn Wintec

Aims and Objectives (Cont’d)
In addition, you must do this in a socially sustainable and environmentally friendly development using the latest cabling, telecom and other digital technology, plus findings from housing research on social,educational and health aspects. Specific objectives will involve web access, community learning and using reclaimed or recycled materials,avoiding waste,using safe disposal systems to ISO standards. 16/06/2018 Tom Cockburn Wintec

Pointing the Way. A ‘points’ system will be used to decide who gets the contract. You need to maximise the points in favour of your proposal so as to win this construction contract against other bidders. 16/06/2018 Tom Cockburn Wintec

The Points System Accumulate points as follows: .
1. Price - 5 points for every $1M under the maximum allowable. 2. Open spaces - 10 points for every 1.3 KM² allowed. 3. Facilities - 1 point for every 100 service units provided. 16/06/2018 Tom Cockburn Wintec

4. Consideration - 2 points for each valid consideration concerning the siting of the buildings etc (as judged by the committee). For example – 2 points are given for not putting a playground close to a river. 2 points are given for taking account of cultural sensitivities. 2 points are also given for taking account of environmental issues and sustainability. 16/06/2018 Tom Cockburn Wintec

More Points…. 5. Jobs - 1 point for every 100 jobs created.
6. Site safety – 1 point given for every OSH standard met on required monthly safety inspections. 2 points taken off the project total for every accident involving construction crews and 3 points lost for any accident on site involving members of the public authorized to be there. 16/06/2018 Tom Cockburn Wintec

Background Information
The total area to be developed is 12.5 KM². The Population data (projected figures). Expected final population =20,000 people. The total number of families is projected to be 6,000. 16/06/2018 Tom Cockburn Wintec

More Projected Data 200 families earn –$78,000 p.a. or more.
1,800 families earn - $28,399 p.a. or less . Those can be taken as average proportions across the projected population as it expands over time and as each phase of development is completed. 16/06/2018 Tom Cockburn Wintec

Social and Health Data The Auckland ‘damp buildings’ issue has generated a report critical of current building regulations. Particularly those about weatherproofing homes. TB is increasing in some areas of state housing especially as the HNZC have found out from reports they have commissioned. Government ministers are worried. Supplier Outsourcing, Sub Contracting Etc.
New amendments to law should mean suppliers and contractors can expect to get paid more quickly for work done if developers go bust. There are no certainties though. The human rights act applies e.G. On equal rights for women. 16/06/2018 Tom Cockburn Wintec

Demographic Data Assume that the average income nationally is $39,000 p.a. in New Zealand. There are currently 1000 people in the area in 240 families. Most are in farming or horticulture. The local Te Pourewa Marae is at the North end of the village of Nimby. 16/06/2018 Tom Cockburn Wintec

Research Report Presentation Tasks
Your group is only one consortium out of several bidding for the contract. You need to assess the construction needs for your proposal presentation & report. There are contractual penalties for lateness at all stages of the project and for any overspends/under-estimates. ‘Eco-warrior’ protest groups have formed to protest against the expected tree felling in the area and to try to stop it completely. 16/06/2018 Tom Cockburn Wintec
