2 Co-production The message from National Govt is loud and clear – ‘The social economy and social enterprise in particular is key to the future of public service reform and delivery in Scotland’ but also to empowering local communities, tackling poverty and inequality and developing innovative solutions to challenges facing our communities.

3 Scotland’s Social Enterprise Sector

SMEs accounted for 99.3% of all private sector enterprises and accounted for 54.6% of private sector employment and 40.5% of private sector turnover 2,547,000 people were in employment 1 social enterprise per 1,000 people. But in Shetland, 4.1 per 1,000 people, 2.3 per 1,000 in the Highlands and so on.

Smart Innovation Business Competitiveness Digital Smart Cities Developing Scotland’s Workforce Youth Employment Initiative Sustainable Low Carbon Infrastructure Sustainable Transport Green Infrastructure Circular Economy Brief overview of the 2014 – 2020 Structural Fund Programmes - reasonably different in structure and delivery to the previous Programmes 3 key themes across both ERDF and ESF: Smart; Sustainable; and Inclusive. Other noticeable difference is delivery method: Strategic interventions have been developed in consultation with wider stakeholders and MA Inclusive Social Inclusion & Combating Poverty National Employability Programme & Employability Pipelines

Going back to the Programme Themes, Axis 1 and 2 = Inclusive Axis 3 = Smart Unlike previous ESF Programmes, funding will be very targeted at those recipients with MULTIPLE BARRIERS. Employability Pipeline X 32 LAs Youth Employment Initiative (South West Scotland) Target Beneficiaries, e.g. Lone parents Workless or low income households Fragile Communities

Priority Axis 2 09: Promoting social inclusion, combating poverty and discrimination 9i: Active inclusion, promoting equal opportunities and improving employability 9v: Promoting social entrepreneurship and work integration in social enterprises and the social and solidarity economy in order to facilitate employment SOCIAL ECONOMY GROWTH FUND Increase the sustainability and capacity of the social economy to deliver support to the most disadvantaged areas and groups. SOCIAL INNOVATION FUND A focus on nurturing social innovation, linking social economy to academia and research EMPOWERING COMMUNITIES FUND Finding new ways to empower disadvantaged communities to develop and own sustainable solutions to their problems, build community resilience and capacity, increase economic activity, and improve health and well-being. Leadership Development Programme for Social Entrepreneurs

12 The Social Innovation Fund
Stage 1 develop new, innovative and creative ideas and solutions to social problems available funding of between £30k - £50k support projects for a maximum of 6 months Stage 2 test social innovation ideas/prototypes in to find out if they work in practice and identify what works/what does not and why available funding of between £100k - £150k support projects for a maximum of 12 months Stage 3 sustaining and/or scaling up and growing social innovations that work. These will be new ideas/products/services that demonstrate real positive impact and are expected to be sustainable and ‘scalable’ available funding of between £150k - £250k to ‘successful’ Stage 2 projects
