Every Student Succeeds Act ESSA
Congress re-authorized the Elementary and Secondary Education Act (ESEA) and the President signed into law on December 10, 2015 The US Education Department will be writing guidance over the next couple of years to implement the new law called Every Student Succeeds Act

Title I Provides school districts with extra resources to help improve instruction to ensure that poor and minority children have the same opportunities as other children to meet challenging state academic standards.

Qualifying For Title I To identify the economically disadvantaged student counts per school site, APS use a Title I funding formula that calculates data from the New Mexico Public Education Department. The verified percentage of economically disadvantaged students is based on the number of students that qualify for an APS Meal Program, SNAP, TANF and other Federal and State programs. Title I funds are required to be allocated to schools that are 75% and above low income. APS currently allows Title I funds to be allocated to schools that are 50% and above low income.

School Awards Part A Basic Program
Title I funds flow to APS Title I school sites; public, charter, residential and day treatment, youth correctional facilities and provide services to qualifying private school students that live in Title I attendance areas.

Which students must be served in a Schoolwide Program?
No school participating in a schoolwide program shall be required to identify particular students as eligible to participate under Title I. All students are eligible to participate in all aspects of the schoolwide program as appropriate. However, the statute requires schools to address the needs of the lowest achieving students and those at risk of low-achievement and for additional services to be provided to those students.

Budget Requirements Funds received under Title I are used only to SUPPLEMENT the amount of funds available from non Federal sources for the education of students. Resources are provided for increased student academic achievement

Parent Involvement / Family Engagement
School districts receiving Title I funds are required to: Reserve 1% of the total district allocation for family engagement activities. 90% of these funds are distributed to the Title I schools. Involve families in the revision of the Title I District Support Agreement, coordinate with other programs to increase family engagement and evaluate annually the progress of family engagement, including addressing barriers to parent participation, needs of parents to be able to support academic learning at home and strategies to support successful school and family interactions.

Family Engagement Funds
Each Title I school must use family input to decide how spending Title I family engagement funds will reduce barriers to parent/guardian participation, provide volunteer and parent leadership opportunities, increase learning opportunities for parents to help their children succeed in school. To help determine the needs and barriers families have in helping their children succeed, an annual Title I Family Engagement Survey will be given to all families. The results will be used to provide guidance to the district in revising family engagement and the support agreement.

Attend your school’s Title I Annual meeting (fall) Complete the Title I Annual Family Engagement Survey (mid year usually during conferences) Attend your school’s Title I Budget planning meeting (spring) Join a; Parent Engagement Goal Team, Parent Advisory Committee or Instructional Council at your school Share your ideas and concerns with administration
