Major Concerns: Two main opponents: Charles Sumner and Thaddeus Stevens Wanted Southern States to pay for war debt. Wanted Military Zones! Best way to get even—Give Blacks more rights! 1864 Passed “Wade Davis” Bill: Gave Reconstruction rights to Congress, not the President. Lincoln Veto’s plan Uproar over Lincoln, “We’re Better off without him!”

Johnson Background: Democrat From the South (TN) Took the place of Hannibal Hamlin, Lincoln’s first VP Lincoln’s VP in 1864 election What Johnson wanted: Most all of Lincoln’s plan Harder line on Rich southerners Laws against Radical Republicans Pardon over 13,000 Confederates not covered in Lincoln Help Freed Slaves

Problem With Johnson Plan:
Johnson not popular in North or South States refused to recognize his work Texas and Mississippi would not ratify some of his legislation Talk again of session. Movement to get Johnson out!

Johnson Impeachment Case:
Get Johnson Out! Radical Republicans move against him 11 articles of Impeachment Edwin Stanton main opponent working case Fired Stanton, set congress in motion to get rid of Johnson Two laws passed to remove his power: Command of Army, Tenure of Office Impeachment Fails! Saved By ONE VOTE! Saved by Edmund Ross from Kansas Johnson without any real power during his Presidency though.
