2 From Open Government to Government as a Platform (GCopen)

3 Current Situation Open.Canada.ca is:
A repository for GC datasets and archived information A website about the GC Open Government initiative A site to suggest/request the release of new GC-owned datasets

4 Can It Be More Than That? The GC needs a destination hub for:
the “open” community data exchange interaction Government and citizens to collaborate Review and validating information/data Addressing transgovernmental issues

5 Government as a P latform
“The whole point of government as a platform is to encourage the private sector to build applications that government didn’t consider or doesn’t have the resources to create.” - Tim O’Reilly CITIZENS

6 Government as a Platform
Citizens and government(s) can: Upload datasets, information and files Use and reuse data and information from various sources Request data/information and discuss their use and possibilities Interact and co-create Rate/like datasets/information/discussions/contributors Compare, combine, and follow the connections among different datasets Link to, import and export datasets/information Merge, split and fork datasets/information Initiate and pursue initiatives Validate and review data/information Promote and collaborate on open government objectives

7 Open Government Objectives
NATIONAL Make GC data and information available Provide easy and consistent access to government data and information Run meaningful pilots with departments for releasing data/information Position GC as a leader in Canada Driving citizen engagement and dialog with the GC OPEN GOVERNMENT PARTNERSHIP / OPEN DATA CHARTER Position Canada as a leader in Open Government Foster more transparent, accountable, efficient, responsive,  and effective governments Empower citizens to work with government toward better outcomes for public services, improve their lives and their businesses, and contribute to the country’s economic growth Public servants can interact with citizens and use open data and information to support policy analysis and development Increase the quality and visibility of Government of Canada data holdings

9 Hackathon Challenge Challenge participants to help migrate/integrate current platform(s) to a new platform that allows for: Version control repository Collaboration Discussions Posting of static content Rating Profile management File management Etc. Can include gccollab

10 GC “Github” A community on top of a version control system
Multilingual interface Standardized accessible interface Separates content and files from interface Blending of French and English discussions (E.g. GCpedia, Gcconnex) Can leverage existing standards for social media and user-generated content for official languages Only GC created content must be bilingual and accessible Centralized platform management Decentralized content management and moderation Can host, or link to, other governments’ data and information Github has proven that a community on top of a version control system not only works—but it provides productivity and social efficiency. (Social efficiency being the open-source movement.) On Github, engineers “fork” projects from other engineers to contribute and remix their work, providing a framework to solve problems and build on-top of each other. It’s useful for creators who need help, those who have a mental block, and for others who just want to learn how something’s done.

11 One more thing

12 Hackathon Challenge #2: Data Integrity
The GC is responsible for version control and integrity of its data holdings. Challenges: Version control Ensuring data/information integrity over time Protecting data/information against future corruption/changing of the past Validation against a later date

13 Benefits Real-life example of how the technology can benefit public sectors in Canada and abroad Meaningful pilot on real issue Positions the Government of Canada as a leader in Blockchain technology Sets the foundation for the use of Blockchain for information and service delivery (Data as a service) No impact on internal IM processes and systems
