1. Structured Dialogue in ESN
Let’s voice the opinion of young people.
Let’s make ourselves heard!

2. ESN is a member of the European Youth Forum and this brings us many opportunities One of them is being engaged in a European-wide process called “Structured Dialogue”.
Introductory slide to briefly explain:
That ESN is member of an umbrella organisation called “European Youth Forum” (YFJ). This organisation represents European Youth towards all relevant European institutions, among others.
ESN does many things at the YFJ and one of them is engaging in Structured Dialogue.

3. 1. What is Structured Dialogue?
Process that brings together young people and policy-makers in the European Union to jointly discuss and propose ideas to develop youth policy.
Literally read the whole sentence and then acknowledge that it seems to be a complicated process when said like that.
But then focus on the words in bold and explain them one-by-one:
It is a process, which means that there are many actions that lead to something.
The process is done by young people and policy-makers.
But what do they do? They discuss and try to propose something together.
What for? To have the opinion of young people on laws and projects related with them.
After the explanation mention that even though the process normally occurs within the European Union, in ESN we are interested in having the whole network engaged in it. This will allow us to compare the results between EU and non-EU countries.

4. 1. What is Structured Dialogue?
Throughout a consultation phase there are many types of discussions between youth and representatives from the EU member states.
The conclusions are presented and discussed at the EUYC and later brought to the Council of the EU as recommendations.
The Council of the EU decides to include them (or not) in the documents that set youth policy in the EU.
The process has basically three phases that happen every 18 months:
A consultation which translates into discussions. These can occur online, through workshops, focus groups, etc.
The result of the consultation leads to a set of recommendations that are sent to the Council of the European Union.
The Council includes them or not in their documents. The conclusions are then used by lots of important institutions for their work on youth policy. This includes ESN!

5. 2. What is the topic of discussion?

In this cycle of 18 months we are trying to solve three main groups of challenges:
Challenges for a diverse Europe
Challenges for a connected Europe
Challenges for an inclusive Europe
 How do we make sure that young people can engage in a diverse, connected and inclusive Europe despite all the challenges that we are facing?

6. 3. Implementation in ESN International level National level
EO coordination, report 360º, submission of ESN’s contribution.
National level
Section coordination, implementation at the national level and report to the LO.
Local level
Activities with students and report to the EO.
This slide exists to give sections an overview of the coordination in ESN, but as it is not very relevant for them avoid spending much time here. Focus on the fact that most of the work is concentrated on the national and international level. Sections will need to slightly adapt their regular activities and participate in the national discussions.

7. 3. Implementation in ESN General target: 1500 people
National Platforms: 400 in small sessions
That’s about 10 people per country!
Online consultation: 800 in a questionnaire
Less than 2 per section!
Activities: 300 in project activities
Not even 1 person per section… well, that’s easy!
International ESN Events
Explain that Structured Dialogue will be implemented in ESN through four main types of activities:
National Platforms through small sessions but also National Trainings and any other moment where sections meet
An online form that any young person can fill. Make sure they understand that they can (and should) pass the form to their friends. Literally any young person can fill it.
Activities of all sort: cultural, spots, international projects, etc. Here give them some of the ideas you can find in the explanatory document and in the toolbox of ideas for activities (both documents available in the toolbox for Structured Dialogue). Instigate them to use non-formal education.
International Events will be used by the Liaison Office to reach more people

8. Everything needs to be done by the 15th of August
Focus on the fact that even though the deadline is short the goals are very tangible if everybody contributes a little bit.

9. 6. What’s next? Consultation Regional Platforms AGM Berlin
Explain the basic timeline to the sections making sure they realise that the process does not die after the consultation phase. It is very important that they understand that there will be lots of follow-up and that they will know about all the results.
Until 15/08/2016: consultation to young people with the support of the network.
October-November 2016: Presentation of the regional outcomes to the regions and interactive sessions during Regional Platforms.
