In the Senate, it faced a filibuster
Eventually passed and signed into law
Civil Rights Act of 1964
Banned segregation in public accommodations
Federal government to intervene in public schools
Justice Department could prosecute anyone who violated civil rights
Equal Employment Opportunity Commission (EEOC) created
Could not discriminate on the basis of race, color, sex, or national origin
