5 Public Health White Paper
“Healthy lives, Healthy People” - published 30 Nov. Sets out Government’s long-term vision for the future of public health in England. “NHS Health Checks will continue to be offered to men and women aged 40 to 74” Proposes programme becomes part of Public Health England. Consultation open until 31 March 2011. NHS HC likely to become an indicator in the Public Health Outcomes Framework

6 Operating Framework 11/12 Operating Framework 2011/12 published 15 Dec – NHS Health Check as a supporting measure Technical Guidance states that PCT plans should enable 90% of a fifth (18%) of their eligible cohort to have an NHS Health Check rationale is to act as a lever to further encourage roll-out of the programme.

7 Q3 Vital Signs Data Return
in total, more checks offered/delivered than this time last year - 1m offered by end of Q3 need to offer almost same again in Q4 to reach 80% rollout ≈ 200,000 NHS Health Checks offered in Q3 large variation in numbers offered across the country loss of momentum in implementation due to a number of reasons

data will be published in 2011/12 need to ensure it is more accurate eligible population calculated once a year Will provide READ codes for exclusions offers same or more than NHS Health Check done number of offers is the number of people who have been offered a check Every person who receives an NHS Health Check will have been offered one and so this should be recorded. The offer can be anything from a formal invitation through to opportunistically asking whether the person would be interested in having a check e.g. in a pharmacy.

need to understand take up rates to assess accessibility of the programme and impact on health inequalities put any particular difficulties on a post it note on the ‘vital signs’ board, with contact details

10 Informatics - Dataset progress made
changes made following feedback in the consultation. testing shows data can be flowed final stages March ISB will consider at full standard stage May 2011 data collection starts? more information in the workshop

11 Informatics – I.T. solution
Commissioned changes to the interim solution CfH will demonstrate the interim solution in today’s workshops. Work continuing on the full solution

12 Management of high risk people
Continued confusion about whether people at high risk are eligible/stay in the programme People on statins are excluded because they will have already had a risk assessment and should be managed according to NICE guidelines. People who are found to be at or above 20% risk should exit the programme irrespective of whether they have signs of disease People at or above 20% risk without disease should be placed on a high risk register and managed accordingly Work with NHS I to improve use of high risk registers and management of high risk people about to start

13 Diagnosis of diabetes WHO ruling on HbA1c
HbA1c can be used as a diagnostic test for diabetes NCD for Diabetes convened an expert group to look at implications recommended thresholds compatible with Best Practice Guidance keep you informed of developments

14 ‘Ready Reckoner’ Tool Aims to support making the financial case
DH/ DAKC/ YHPHO have created a ready reckoner showing benefits and cost savings A short introduction will follow from Lorraine Oldridge and Naomi Holman, Diabetes Health Intelligence YHPHO available at lunchtime and at the end of the day to demonstrate the tool and answer questions .

NHS Health Check Ready Reckoner Tool Lorraine Oldridge and Naomi Holman Project Leads, Diabetes Health Intelligence Yorkshire and Humber Public Health Observatory

16 NHS Health Check Ready Reckoner Tool
identifies the potential service implications, benefits and cost savings resulting from implementing NHS Health Check. The implications of the NHS Health Check have been estimated for the whole of England. This tool applies these assumptions to local populations. There is also the facility to amend the tool assumptions to reflect local demographic characteristics, intervention uptake and compliance rates.
