Wipe and load is still a valid approach
Your servicing model dictates your build ‘refresh’ to devices
Let’s assume we are using CBB servicing
Do you really want to create new images every few months, and deploy with wipe and load?

Test in-place upgrades from earlier Windows versions
Investigate blockers that might impact servicing cycles
Create CBB deployment rings for on-going test and deployment of feature updates
