3 NLC URGES CONGRESS TO: USDA Agencies
Center for Nutrition Policy and Promotion (CNPP) National Institute of Food and Agriculture (NIFA) Agricultural Marketing Service (AMS) Agricultural Research Service (ARS) Economic Research Service (ERS) Food and Nutrition Service (FNS) Support policies and programs that reduce the prevalence of obesity and improve the overall health and wellness of those in our communities; Ensure that all people have access to healthy, affordable and locally grown food; Support efforts to establish, promote and expand local farmers markets and community gardens; Provide incentives for local farms to sell fresh produce to farmers markets; Improve the quality of food in schools by supporting and promoting the purchase of unprocessed and minimally processed, locally grown and locally raised agriculture products, such as fresh fruits and vegetables, in schools; Encourage farmland conservation and sustainable farming, such as using less water and fertilizer and rotating crops, by providing incentives to small, local farms; Establish and maintain a national set of uniform, integrated food system metrics to help evaluate the effectiveness of existing programs and to plan innovative initiatives Maintain the Supplemental Nutrition Assistance Program as a federal grant program;

RURAL BUSINESS COOPERATIVE SERVICE (RBCS) - Offers programs to support business development and job training opportunities for rural residents. RURAL HOUSING SERVICE (RHS) - Offers a variety of programs to build or improve housing and essential community facilities in rural areas. RURAL UTILITIES SERVICE (RUS) - Administers programs that provide much-needed infrastructure or infrastructure improvements to rural communities.

RURAL UTILITIES SERVICE (RUS) Water & Waste Disposal Loan & Grant Program Water & Waste Disposal Loan Guarantees RURAL BUSINESS COOPERATIVE SERVICE (RBCS) Rural Business Development Grants Business & Industry Program Loan Guarantees RURAL HOUSING SERVICE (RHS) Community Facilities Direct Loan & Grant Program Community Facilities Guaranteed Loan Program To be eligible for SECD, a project must: Be eligible for the underlying program Be carried out solely in a rural area Support a multi-jurisdictional strategic economic community development plan Consideration for regional development priority will be based on: How well the project supports a multi-jurisdictional plan, and How well the plan addresses collaboration and investments from other federal and philanthropic agencies.
