7 A broad understanding of innovation policy
Growing recognition of innovation as a driver of growth Better understanding that it is a broad spectrum of policy instruments which affect innovation performance Framework conditions: education, labour markets, financial markets, competition, openness to FDI Innovation specific policy: funding for R&D, public research organisations, governance of public research Involvement of a number of different actors: intersectoral co- operation, strengthening of industry-science linkages A proper balance between the levels of operation: orchestration of centralized and decentralized tools and mechanisms © Advansis Oy 2006

8 Conditions for innovation
Innovation increasingly relies on interaction between the research base and business sector. More competitive markets and the accelerating pace of technological change force firms to innovate more rapidly. Networking and collaboration among firms are now more important than in the past. SMEs, especially new technology-based firms, have a more important role in the development and diffusion of technology. The globalisation of economies is making countries’ innovation systems more interdependent.

9 A new role for governments
Governments need to play an integrating role in managing knowledge on an economy-wide basis by making technology and innovation policy an integral part of overall innovation policy. Building an innovation culture Enhancing technology diffusion Promoting networking and clustering Leveraging research and development Responding to globalisation

12 In the strategic centres
FINNISH STRATEGIC RESEARCH CENTRES FOR SCIENCE, TECHNOLOGY AND INNOVATION Strategic Centres for Science, Technology and Innovation will provide a new way of coordinating dispersed research resources. In the strategic centres Companies, universities and research institutes will agree on a joint research plan. In addition to shareholders, public funding organisations will commit themselves to providing funding for the centres in the long term. © Advansis Oy 2006
