SOLAS Changes for Weight Verification Changes to the Safety of Life at Sea (SOLAS) Treaty by the International Maritime Organization (IMO) effective July 1st, 2016 Goal of this change: Lessen the number of accidents caused by incorrectly weighed and mis-declared container weights

Compliance is Shippers’ Responsibility Who is the Shipper? - The person who enters into the contract of carriage with the ship owner, and whose name appears on the bill of lading or the transport document. (meaning not the ship owner) The transport document must: Contain the verified gross mass (VGM) Be signed by a person authorized by the shipper Be submitted to the shipping line sufficiently in advance

SOLAS Container Weighing Mandate
When To Provide VGM? The provisions in the updated SOLAS state that the shipping document must be submitted to the terminal representative “in advance” In Advance may be different at each port! Shippers will need to obtain information on documentary cut-off times from their carriers in advance of shipment. Shipping line needs VGM to provide the master so it has time to plan the stowage and communicate the details to the terminal

SOLAS Container Weighing Mandate
Enforcement and Penalties National Level Commercial Level Fines and other penalties may be imposed under specific national legislation or regulation. Many countries have not issued guidance though. Penalties may involve: reweighing costs administration fees for amending documents demurrage charges delayed or cancelled shipments Enforcement agencies may implement measures to ensure compliance, which could include documentation checks, auditing, or random weighing

IAM Standing Committees Amendment Proposer: IAM Executive Committee Objective of Proposal: In an effort to modernize, avoid duplicative efforts and create greater efficiencies of both board and professional staff time and resources, it is recommended to remove the current list of Standing Committees within the IAM By-Laws. Further, the Executive Committee would be empowered and charged with the responsibility for determining and establishing various formal committees, special committees and ad-hoc working groups to address the strategic objectives and tactical needs of the Association and its membership.

Article XI, Standing and Special Committees – To be amended as follows: Section 1 – The following language will be deleted: With the exception of the Chair of the Government & Congressional Affairs Committee, who shall be the Vice Chair, the following Standing Committees shall be appointed by the Executive Committee immediately after it takes office and shall serve until their successors have been duly appointed unless sooner recalled, replaced, or abolished: Government & Congressional Affairs Committee Claims Committee Committee on Carrier Relations Accessorial Services Committee Commercial Affairs Committee Technology & Communications Committee And would be replaced by the following language: The Executive Committee is authorized to form, appoint and disband standing and special committees as may be deemed necessary or needed from time to time to fulfill the goals and objectives of the Association.

Proposed IAM By-Law Amendments and/or Revisions
Subject: Restructuring the IAM-YP Management Board Amendment Proposer: IAM-YP Management Board Objective of Proposal: In recognition of the number of the IAM-YP Members located in specific regions, the IAM-YP Management Board has been operating under a provisional arrangement to include two Members-at-Large, which the IAM-YP Chair could appoint at his / her discretion. This is in addition to the seven regional representatives who also currently serve on the YP Management Board. After operating under this provisional arrangement for the past two years, we do believe that the Member-at-Large model is effective and has provided YP leadership with a greater ability to select the best individuals to participate on the Management Board. As a result, the IAM-YP Management Board is proposing for your consideration a plan to restructure the By-Laws so that it includes the YP Chair, the YP Vice-Chair, and seven member-at-large positions. This will provide the IAM-YP Chair with much greater flexibility when appointing individuals to serve on the IAM-YP Management Board. Proposed: For the consideration and approval of the IAM-YP Membership, with FINAL approval before the Governing Membership.
