Senate (2) and House of Reps (Population) 2 Senators in EVERY STATE House of Reps based on POPULATION ANYTHING not specifically assigned to FEDERAL government in the Constitution…GOES to STATES (10th Amendment) Example: education; marriage UNLESS, the federal government passes an AMENDMENT AMENDMENT: Change to the Constitution

Reconstruction Process of bringing South back into Union Freedman’s Bureau: agency designed to aid freed slaves (and poor Southerners) Food/ healthcare/ education/ jobs Reunite families separated by slavery Lincoln assassinated New President: Andrew Johnson (Democrat) Forgive southerners if they pledge allegiance to U.S. If Accept 13th Amendment (end slavery), allowed to create state laws Get state gov’t back RADICAL REPUBLICANS in Congress did NOT agree with Johnson’s plan (too lenient/ need to be harsher on South) Johnson & Radicals in Congress CLASH 1868: Congress vote to impeach Johnson IMPEACH: accuse gov’t official of WRONGDOING Missed by 1 vote

Union general in Civil War REPUBLICAN South divided into 5 military districts Each district under the command of UNION generals Each southern district ordered to give African American MEN right to vote 1868: 14th Amendment passed (grant citizenship to EVERYONE born in U.S.) 1870: 15th Amendment (all MEN, regardless of color, right to vote)
