On the top, we have the National Assembly and then the Government. The Government has 2 advisory bodies, the State Assessment Council and the National Nuclear Safety Council. Involving in the nuclear sector are the Ministry of Science and Technology, Ministry of Industry and Trade, Ministry of Foreign Affairs, Ministry of Health and Ministry of Natural Resources and Environment. VARANS is under the Ministry of Science and Technology (MOST).

Using international consultant for the first NPPs Bid package: Consulting services for assisting MOST and MONRE in evaluating Safety Analysis Reports (SAR) and Environmental Impact Assessment (EIA) Reports for Site approval and Feasibility Study approval of Ninh Thuan Nuclear Power Plant Project Project owner: MOST (in collaboration with MONRE) Bid closing date: 7th-March-2016 There are 2 Organizations participate in bidding: KINS (Korea), VUJE (Slovak Republic)

Organized 14 technical groups from various organizations: Preliminarily safety assess Develop technical Safety Requirements for Technical Specifications of the bid’s document Manage safety assessment of international consultant Participate in the assessment activities of international consultant Review the evaluation reports of international consultant “On the job training” for Vietnam staff

Status of Regulatory Infrastructure Development
VARANS has issued legal documents sufficient for Feasibility Study phase, such as: Circular on Format and Content of SAR, Application of safety Codes and Standards, Safety design of NPP, Safety analysis v.v.. These documents are sufficient for Utility invest SAR. In order to complete the legislative framework to ensure nuclear safety, VARANS developed plans of issue legal document for next phases of NPP as follow:

Human Resource Development Plan
VARANS should have independent technical expertise to carry out the regulatory functions. Therefore, in recent years, VARANS has conducted a lot of training courses with different level (basic, intensive, on job training) under support of EC, IAEA, NRA, USNRC, Rostechnadzor, etc… In additional, VARANS has developed long-term training and research project plans Outline your Human Resource Development Plan of your Regulatory Body

Conclusion The nuclear safety infrastructure is the highest requirement to ensure a sustainable high level of nuclear safety for nuclear power program, especially for the matter of multi-technology reactor Establishing an effectively independent and technically competent regulatory body is one of key elements in the development of the nuclear safety infrastructure. Vietnam is planning to upgrade VARANS to become the National Regulatory Body International cooperation is important in sharing experience and knowledge for the development of Vietnam NRB, especially with the support from RCF Providers
