4. RESTRICTION: Student Support
Funds may not be used for BUILD EXITO student participant/trainee financial support. Student participants/trainees receive financial support through the administratively linked TL4 and RL5 awards of the BUILD EXITO U54 grant.
“Financial Support” includes, but is not limited, to the following:
Paying for travel/mileage/transportation to activities, conferences, field work, or any other BUILD-related activities
Student compensation for services rendered, benefits and/or salaries
Paying student tuition/fees/stipend/scholarship, etc

5. Allowable Costs
Regarding allowability of selected items of cost, attention is called to the NIH Grants Policy Statement (rev. 3/31/15). The Selected Items of Cost section is found at _of_costs_activities.htm

6. Tests of Allowability OMB Uniform Guidance 2 CFR 200
Is the cost reasonable?
Is the cost allocable to the grant?
Is the cost being treated in a consistent manner, regardless of the source of funds?
Does the cost conform to limitations and exclusions as contained in the law, regulations, and terms and conditions of award?

7. Pilot Project-Specific Restrictions:
UNALLOWABLE: Carry-forward of unspent/unobligated balances. Extensions will not be granted.
UNALLOWABLE: Pre-award costs, unless specifically authorized by NIH in August 2016.
NOTICE (PSU Investigators): Indirect costs have been added to your award budget in Banner. IDC recovery will not be going back to the Pilot Project PIs or departments as these funds have already been accounted for in the overall EXITO program.
