3. WHAT IS AN INTELLIGENCE LIAISON OFFICER?
An Intelligence Liaison Officer (ILO) is an identified person (sworn or non-sworn) within  a law enforcement, emergency services, or private sector entity who is responsible for reporting and disseminating suspicious activity and other criminal intelligence information to their local law enforcement agency and to the Intelligence Fusion Center Exchange.

4. APPPLICATION OF ILP FOR A SPECIAL EVENT
Alpine World Skiing Championships (AWSC) Vail, CO February 2-15, 2015
Security Committee - Build ILP in the plans to collect and analyze information into actionable intelligence.
Trained and empowered over 2,000 citizen/volunteers to recognize and report suspicious activity. 
Collaborate with Colorado’s Intel community to analyze information.
The Colorado Information Analysis Center (CIAC) is one of 78 fusions centers across the US 

5. Pre-event Intelligence efforts
Vail staff provided reports to CIAC for analysis on bomb threats, police impersonations, arsons, suspicious activities .
CIAC continued to actively search for info that would indicate threats.
Terrorism Liaison Officers (TLOs) the Colorado version of ILO, collected and distributed intelligence.

6. During event Intelligence efforts
Intelligence Operations Center – worked with field and CIAC to identify and prevent threats.
Field Intel Teams– trained in field intelligence operations
Venue Security Supervisors assessed threats, risks and provided workforce with info and intelligence
Joint Terrorism Task Force – conduct covert patrols to detect and disrupt terrorist activity
Promote the See Something/Say Something Campaign
Ecemergency.org for real-time text emergency and public information updates. 

7. Successes The SAFELY SECURED largest skiing event in U.S. history.
Vail’s partnerships with the Intelligence community (State and U.S.) continue to flourish.
Integrated more than 2,000 volunteers into plan by training them to identify and report suspicious activity.
Additional VPD communications center dispatchers and fire marshal trained as Terrorism Liaison Officers (TLOs).
Community is an INFORMED community and continues to channel information to VPD.
