HEGEMONY The balancing of power does not always prevent the emergence of a dominant state. Hegemony refers to dominance of one state over others Goldstein defines hegemony as “being able to dictate, or at least dominate, the rules and arrangements by which international relations, political and economic, are conducted…Economic hegemony implies the ability to center the world economy around itself. Political hegemony means being able to dominate the world militarily”
