SACRAMENTO COUNTY PUBLIC CONVENIENCE AND NECESSITY (PCN) PROCESS

What is a PCN? A PCN is a requirement from the State of California Alcohol Beverage Commission (ABC) for anyone who wishes to sell alcoholic beverage for off-site consumption to obtain permission from the local jurisdiction.

Who Makes The Call? In the unincorporated portion of Sacramento County the Board of Supervisor have designated themselves as the proper authority

The Process After checking with ABC a person/company submit an application to the Planning Division.

Review and Comments by Several County Department A review and background check from the Sheriff’s Department Discussions with ABC

Establishing if census tract is over-concentration ( based on one licenses for every 947 residences of that tract) Establishing if in a high crime area (based on when an established area has more than a 20 percent increase over a certain threshold)

Once the Sheriff’s comment letter is received (positive or negative) The applicant is asked if they want to be heard before the CPAC CPAC hearing is schedule and conducted

The Board letter is prepared including: Justification letter Sheriff’s letter CPAC recommendation

At the Board of Supervisors the Board letter is presented and staff fields questions from the Board. The applicant has their opportunity to speak and answer questions. The Board makes their decision

Through the whole process staff works with the applicant to insure that they are kept informed and understand each step throughout the “Travels of the PCN Application”
