Function and Structure of The NACJJ
Function: Consultative body bringing together key stakeholders from Mexico, USA and Canada for the development of Juvenile Justice in the North American Region. Structure: Composed of Representatives of the Judiciary and competent Public Administrations in Juvenile Justice, Universities, Academic Centers and NGOs. Goal: Create Thematic Working Groups in order to develop a common approach towards best practices in Juvenile Justice

Membership and Admission Procedure
Objective: Create a formal admission procedure in order to guarantee a commitment by all members to the fundamental principles and objectives of the NACJJ - striving to achieve excellence in the field of juvenile justice policies. Procedure: Members must fill in a data template and a declaration of intent in order to receive official confirmation of membership. Does not involve any financial contribution Membership is an official recognition of support for the sustainability of the NACJJ.

Communication Strategy
Objective: improve information-exchange between members through a newsletter Composition: NACJJ News Regional News NACJJ members’ News The news letter will be an internal and external communication tool, between the NACJJ members and appropriate stakeholders in the region.

Reporting of the Second NACJJ Meeting in Toronto
Function: The IJJO will make available the Conclusions of the NACCJJ Second Meeting Objective: To build on the Conclusions of the First NACJJ Meeting, establish the priorities and challenges highlighted by members in the course of the Second Meeting Present an overview of the national situations address best and effective practices concerning the three topics at the heart of the second meeting: 1. Advocacy 2. Position Paper: Restorative Justice 3. Policy Paper: Alternative Measures

Next Meetings 1.Regular meetings would allow the NACJJ to build a stronger structure and reinforce a common NACJJ strategy. 2. Improve the Council’s ability to evaluate progress in juvenile justice policies, and the implementation of international standards. 3. Meeting format: conference; capacity building/ workshop; policy-oriented event; subcommittee meeting; promotion of the position papers? 4. Discussion of Agenda Preferences

Advocacy The NACJJ monitors the policies of International bodies operating at North American level and the developments of North American institutions’ and agencies’ agendas; principal recommendations, publications and campaigns in order to bring the North American policy-making processes closer to its members. Objectives: raise awareness about matters of Juvenile Justice to international and regional institutions: 1. Trans-national level 2. Regional level 3. International level

Restorative Justice ECOSOC Resolution 2002/12:
‘any process in which the victim and the offender, and, where appropriate, any other individuals or community members affected by a crime, participate together actively in the resolution of matters arising from the crime, generally with the help of a facilitator’. Position Paper: “Restorative Justice in the North American Region”
IJJO Proposal: “From Theory to Practice: How to Strengthen Restorative Justice Mechanisms in North America” Objective: To raise awareness of the benefits of implementing measures of restorative justice and how this can be done in an efficient and successful manner Context: The NACJJ is committed to promoting the implementation of evidence-based restorative practices, by reason of their effectiveness in terms of: 1. Reintegration, 2. Positive socialisation, 3. Reparation and recidivism

“Making Deprivation of Liberty a Measure of Last Resort”
Policy Paper “Making Deprivation of Liberty a Measure of Last Resort” Objective: 1. Highlight how juvenile justice can be more efficient, cost effective and beneficial to the needs of young people. Priority must be given to policies of prevention, diversion, community-based intervention and considering deprivation of liberty as a measure of last resort. 2. Foster in-depth collaboration and concrete commitments within the NACJJ, focusing on the development of juvenile justice strategies between Canada, Mexico and the United States in terms of research and common action programs. 3. Additionally, this paper would serve as a mission statement, developing one of the core priorities for the NACJJ’s projects and expressing a key commitment by the members NACJJ.

Next Steps for the NACJJ
Conclusions of the Second NACJJ Meeting: Develop a report on the minutes and conclusions of the meeting, summarizing key concerns, proposals, shared interests and future objectives. The Conclusions will be uploaded and be universally accessible through the IJJO website Next Meeting: The meetings of the NACCJJ are a crucial opportunity to overcome the physical boundaries and distance between the members in order to work together to exchange knowledge and best practices. Therefore the IJJO proposes to establish a regular schedule of events. Working Groups: The IJJO proposes to create thematic working groups on the three topics covered: Advocacy, Restorative Justice and Making Deprivation of Liberty a Measure of Last Resort.

1. Is Juvenile Justice on your Government’s Political Agenda? 2. Is there a Juvenile Justice in your country? A. Are you part of the network? B. What are its main activities? C. When was it created? D. How effective has it been? 3. What are the main Policy Reforms dealing with juveniles in conflict with the law? A. Is the underlying attitude of the justice system of a punitive or reintigrative nature?
