Convenience: Parking availability, Walking distance Cost: Fuel prices, Operating Costs, Parking rates Available alternatives: Transit routes/schedules, Vanpool/Carpool arrival/departure times, Bikability, Walkability Factors that affect parking supply Land Use/Availability Development cost/Financing Revenue/Rates Utilization

Self-Supported Auxiliary Parking fees and fines Student fees for transit Parking replacement funds Expenses = Capital, Maintenance, Operations Capital requirements drive revenue requirements No direct State allocations for operations, maintenance, or capital Every dollar not spent on operations or maintenance is capital Fines should cover the cost of enforcement/collection activities
