SAFE WORK INSTRUCTIONS
Title of Subject: Miner Last Reviewed Date: October 2015 SAFE WORK INSTRUCTIONS The following safe work instructions is NOT INTENDED to replace hands on training requirements of the code of federal regulations. The intent is to provide an overview of known potential safety hazards associated with equipment operation. Hands on training with an experienced operator on each specific model must be conducted. The trainee can not proceed onto production until they are determined ready to proceed by the supervisor of the training. Before any operation or maintenance procedure is performed with or on this equipment, it is important that personnel have a complete understanding of the location and functions of all controls and indicators, as well as, the location and use of all emergency shutdown controls and procedures. Steps for Initial SWI Training: Prepare – Review the SWI. Present – Quick Card at the machine with experienced operator. Tryout – Person runs the machine with supervision. Follow up – Competency points are verified by supervisor and is signed by the trainee/trainer to complete the training. Steps for Retraining: Review SWI or Quick Card Verify Competency Points Complete Annual Training Requalification Form Competency Points: Pre-operational Checks © Tramming Place to Place © Cutting Material © Turning Crosscuts© Buchanan Minerals, LLC is providing this safety guidance in order to specify the minimum safety standards, practices or policies that are expected to be observed by persons operating on Buchanan Minerals property. SAFE WORK INSTRUCTIONS
Title: Miner SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS Workplace Examination: Perform an examination of the work are for loose materials in the roof or ribs. Scale any loose roof or ribs as necessary. Do not work or travel beyond unsupported roof. Pre-ops/Parameters: Check cable and plug at the power center. Check the restraining clamp at the power center and at the machine. Check cables from the power center to the machine looking for cuts, breaks, bare wires and splices. Ensure that the section has been examined and a methane check has been made at the location of the equipment prior to energizing the cable. Test all switches and levers to ensure proper operation. Test the emergency stops and panic switches to ensure proper operation. Maintain the equipment free from accumulations of combustible materials. (Coal, dust, paper, grease and oil). Examine the cutter head bits for missing, worn or damaged bits. Ensure that all lights are operational. Test the water and fire suppression sprays to ensure the minimum number of sprays are working and that there is at least the minimum spray pressure. Cable plug, receptacle and breaker must have matching ID tags. The cable must be de-energized during the check. Breaker must be off and cutter head on the mine bottom prior to changing bits. Ensure all personnel are in the clear prior to energizing the machine. Must have at least the minimum amount of sprays and spray pressure. Prior to getting on top of the machine to check or change water sprays the machine must be de-energized locked and tagged. The Operator must never position himself or allow other personnel in the area of the cutter head, the rear corners of the main frame and the conveyor boom. Utilize proper body positioning and safe lifting techniques. The equipment must not be left unattended with power on the cable longer than the required time frame for methane exams.

SAFE WORK INSTRUCTIONS
Title: Miner SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS Pre-ops/Parameters (cont’d): Ensure that ventilation is maintained to within ten feet of the face. Ensure that the firefighting nozzle all couplers and fittings are present and operational. Take an air reading in the ventilation tubing to ensure that there is adequate ventilation at the face. Ensure that there is a functional probe on the machine for making proper methane examinations. Test for methane before starting the machine and at least at the required intervals thereafter. All ventilation tube joints shall be wrapped. If 1% or more of methane is detected de-energize all equipment in the affected area and notify your foreman immediately. Tramming: Sound the audible alarm to alert others of the intended movement of the machine. Examine the roof and ribs for loose materials. All personnel must be located outside of any redzones during tramming. Ensure that all personnel are in the clear prior to tramming. Scale loose roof or ribs as necessary. The Operator must never position himself or allow other personnel in the area of the cutter head, the rear corners of the main frame and the conveyor boom. Cutting Material: During the cutting of material ensure that all persons are aware of any movement of the equipment. Utilize effective communication to inform everyone around the equipment of your intentions. The miner cutter head must be placed firmly against the mine roof just inby the last row of permanent support while installing or advancing ventilation. (tubing or curtain) Ensure that area is rock dusted to within 40 feet of the face.
