What does adding device to do Performance? Does a Device help/harm? Under what circumstances Is it useable under all boating activities?

What Will This Do? Create a 3 phase evaluation protocol.
Allow Guard-Type units to be evaluated and graded on the 3 elements. Qualify/Disqualify the effectiveness of the solution under varying uses. Universal Safety/Marketing information to be conveyed to potential customers.

Who Will Manage it? Can we have a USCG Stamp? Can we have an ABYC Standard?

Results of Performance based on speed: Scored 5 out of 5 on Boats under 5mph Scored 2 out of 5 on Boats 5.1mph-15mph Scored .5 out of 5 on Boats 15.1 and up
