2 Why is the U.S. Constitution considered to be flexible? Notes #12

3 One reason the U.S. Constitution is considered to be flexible is because it includes the elastic clause.

4 The elastic clause gives Congress the power to pass any law that is “necessary and proper” for it to carry out its duties. Civil Rights Act of 1964

5 Another reason the Constitution is considered to be flexible is because it includes the amendment process. +

6 The amendment process allows the Constitution to adjust to changing times.

7 House of Representatives
In order to add an amendment to the Constitution, both houses in Congress must approve an amendment with a two-thirds vote . . . House of Representatives Senate

8 . . . and then three-fourths of the states must ratify the amendment.

9 Today, the Constitution has twenty-seven amendments.
