What matters? Is there a tackle? (Maul vs Tackle) Who wins collision?
TACKLER MOVE!!! Is there a fair contest? Are there consistent outcomes?

Relevant pictures Tackler/assist tackler-move/clear release (Quality ball? Y/N) Ball carrier compliance (Quality ball? Y/N) Arriving players clearing out/attacking the ball Balance of strength (Successful cleanout vs successful contest)

Tackler move away from contact area (roll clear of ball and “office” Clear release Difference between arriving player and assist tackler

Ball carrier Pass, place or ground vs. crawling, ball under body or getting up “in the road.” “Squeeze ball” must be dealt with SENSIBLY

Arriving players Attack Side entry vs. good cleanout
Clear out (drive through/lift and remove threat) vs. sealing off/protecting the ball on ground. Defense Side entry vs. good contest for ball Taking space on ground vs. attacking ball

Balance of strength Quality of clean out (removing the threat beyond the ball) Vs. Quality of contest (surviving clean out with possession) Best practice: Rewarding the fair and dominant action.

Credible outcome from referee? Why or why not (position/timing of whistle/priority)?
