2. Objectives of the Workshop
To generate and share information on the special situations and needs of countries in the Asia and Pacific region
To advance the consultative process by discussing possible elements of a framework for meaningful and effective actions to enhance the implementation of Article 4.5 of the Convention.

3. Key Issues Addressed
Needs, opportunities, and barriers relating to the transfer of ESTs to the region.
Multilateral initiatives to enhance the transfer of ESTs to the region
Ways and means to improve the transfer of ESTs and know-how under the Convention
Perspectives of governments, NGOs and the private sector
Possible elements of a framework for meaningful and effective actions

4. Moving Forward
Discussions in Africa focussed on issues and concerns of the what”
What are the needs?, what are the barriers?, what are the roles of the different stakeholders?
Discussions in the Philippines began to address questions of the how”
How can technology needs be identified?, how can barriers be addressed?, how can stakeholders participate?, how can these ideas form a framework for actions under the UNFCCC?

5. Technology Needs Identification and Assessment
Compatible with national sustainable development priorities & local conditions
Country-driven, transparent, multi-stakeholder, bottom-up process
Prioritized list of ESTs: mitigation & adaptation
Reporting of priority needs & actions
Support and assistance of developed countries may be needed for this process

6. Technology Information
Information targeted to stakeholders
Enhance existing organizations and centres
Improve information quality & comparability
Develop inventories/databases/registers on:
Public technologies, indigenous technologies, technology needs
Case studies and demonstration projects
Technology transfer projects recognized under the Convention

7. Barriers to Technology Transfer
Exist in both developing & developed countries
Institutional, technological, information, political, economic, financial
Removing barriers is an important element of a framework to enhance technology transfer
