10 Role of States State / UT Governments can act as facilitator for both farmers and agri-preneurs. Farmers can be recommended/advised to utilize the services of ventures established under the scheme ACABC. Subsidy involved inputs can be distributed through these agri-ventures. The 10% allocation for PPP mode under ATMA/ RKVY Projects can be earmarked for ACABC. State Departments/SAUs coordinate with NTIs to create awareness about the scheme. State level SAMETIs may coordinate for Scheme activities in the State in consultation with MANAGE. SAMETIs may also take up the role of a Nodal Training Institute

Voice/Media Gateways (IPPBX based decentralized system). Dedicated MPLS leased line network with dedicated bandwidth. Call barging and 100% call recording facility. SMS to caller farmers providing a gist of advisories given to them on phone in local language Voice mail system for recording farmer’s queries with provision for call back. Facility of video conferencing for upgradation of skills of KCC agents. Full Involvement of State Governments, KVKs and SAUs in Call Escalation Matrix & Training Centralized monitoring of KCCs at different locations. Integration of KKMS ( with CSCs ( Total 1.77 crore calls registered at KCCs since inception (till Nov. 2014). Aim is to reach at least one third the farmers households, once in an year.

18 Escalation System Development
A State Level Designated Officer (SLDO) will create User Ids for various specializations/locations of the State/District level. State Nodal Officers of the Kisan Call Centres shall be the SLDOs for Agriculture sector at the State level. States (SLDO-A) to designate 4 State Level officers respectively from Agriculture, Horticulture, Animal Husbandry & Fisheries sectors respectively in the format given in Annexure-I. These designated officers can login at URL with their ID sent to us. Password corresponding to this ID has been sent by . Password needs to be changed on the first login. After logging in, SLDO will create users at the State and district level in such a way that all specializations as listed in the software by way of a multi check box are covered by a set of officers. SLDOs will create users at District level and one of the users at at the District level by identifying one officer in each sector at the District level. Such Officers District Level Designated Officers (DLDOs) in every district will need to be enabled by using the appropriate check box.

19 Escalation System Development
Level II of the escalation after Kisan Call Centre starts at the Block Level, it is necessary to create at least one user in every Block for each Department. While sector wise SLDOs will be there at the District Level only one such officer from the Agriculture Department for all the 4 sectors will suffice. The farmers can also visit Common Service Centre (CSC) to get the answer to their queries The database of farmers’ queries given at CSC will also be available at KCC and vice versa. Thus, a KCC agent can convey solution to a CSC query by making an outbound call to the farmer. Blocks where either IT infrastructure or broadband connectivity is not available, need not be assigned codes as of now. MIS reports and query options have been provided for viewing the status of escalated queries Sr level officers may, therefore, keep a track of answers given at lower level to get the erroneous answers (if any) rectified or there may be suitably advised.

Designating SLDO Officer for Agriculture generating IDs for State/District level. For creating State Level User(Level4) A. Go to B. First login (using your user-id and password)

E. After Selecting Level, Sector and State Click Add New Button. Now Enter User Name, Select Designation, Enter Mobile No, Enter -Id, Select Specialization and Click Save button.

Note:* If infrastructure is not available in the State, District, Block Level for which user is being created need to uncheck “Infrastructure Not Available” option and click Save button.

All steps are similar as followed in case of creating State Level User except point 1.D A. For creating District Level User select Level, Sector, State and District. After selecting all fields click on Add New button. District Level user will be created. For example..

All steps are similar as followed in case of creating State Level User except point 1.D For creating Block Level User select Level, Sector, State, District and Block option and click on Add New button.

26 For creating SAU User All steps are similar as followed in case of creating State Level User except point 1.D For creating SAU User select Level, Sector, State and SAU option. In SAU dropdown, select respective university for which SAU user to be created. Then, Click “ADD New” Button.

27 Proactive Involvement of States Envisaged
Appointment of a Nodal Officer for KCCs. Close monitoring by the Nodal Officer - Supervision of quality of extension services rendered by KCCs Keeping the KCC agents apprised about new scheme/programmes/contingency plans at State level. Providing the KCC agents with latest versions of State level guide books and booklets Organization of monthly video conference on pre-announced dates Weekly feedback from KCCs regarding the nature of calls received at the KCCs Implementation of revised escalation matrix under KKMS and monitoring by higher level on answers given at lower level - Creation of login IDs for different levels of officers Coordinate with the State IT Department to get the KCCs rolled out through the CSCs Field exposure to FTAs as a ATMs and ATMs from respective places go as FTAs for getting exposure to ICT based extension Provide adequate publicity to the scheme at their level. Awareness about fake agencies in the name of KCC Need for regular Farmers Feedback, mechanism being put in place - impact assessment of the Scheme Roster of Call Conferencing Experts Short season specific text messages which are converted into voice messages and played during call waiting period of farmer.

28 Future strategy Improving Tele network in North East
Motivating farm women, illiterates/ less literate to use KCC Updation of State and District wise KKMS data on regular basis. Linking KKMS to other agriculture based portals KKMS integrated with Common Service Centres (CSCs) Reach at least one third the crore farmers households, once in a year (about 4.25 crore calls/year). Proportionate increase in the number of Call Centre Agents from present 376 to 2426 in the fifth year of 12th Plan Period to receive & answer farmers’ queries. Massive publicity needed to achieve this increase States to own KCC

29 Diploma in Agricultural Extension Services for Input Dealers (DAESI) Programme
Supplementary Manpower through DAESI - Another avenue for involvement of private entrepreneurs in extension related activities. So far, 2130 input dealers have been trained by MANAGE and given diploma. In addition to this, University of Agricultural Sciences, Bangalore has conducted a DAESI like programme on its own. some States like Orissa have subsidized this programme by providing Rs 15,000 per candidate out of RKVY funds. This step of Orissa Government has proved successful. This programme should be up-scaled in the following manner assuming a batch size of 40: (i)100 courses by MANAGE facilitators = 4000 (40x100), (ii) 25 Agri Business Companies with 4 courses each = 4000, and (iii)100 courses by NGO/SAU/ICAR KVKs = (Thus, candidates would be trained each year). The training cost is proposed to be subsidized to the extent of ` 10,000 in case of (i) & (iii) and `5,000 in case of (ii) above. In those cases where Agri Business Companies are involved, cost sharing pattern would be 25:25:50 (Dealer: Government: Company). The funds would be released to SAMETI.
