Purpose To assess the quality of programs and services to ELLs
To assist Division leaders in making program decisions for ELLs

To what extent do APS policies, practices, and procedures support ELLs?

Findings for Student Outcomes
Strengths Most ELLS progress toward closing achievement gaps on SOLs. Secondary newcomers at advanced ELP levels have higher rates of enrollment in advanced coursework.

Findings for Student Outcomes
Areas for Improvement ELLs/former ELLs have lower rates of high school completion. 49% of ELLs currently in middle school are long-term learners. Students who entered APS as LEP in elementary grades have lower rates of enrollment in advanced coursework.

Staff Response ESOL/HILT Office will: Review report and analyze goal priorities. Share report with stakeholder groups. Work with offices and groups across the division, as well as with citizens. Develop a plan of action. Share plan with School Board this winter.
