2017 Challenges Release officially the JCOMMOPS integrated website (currently under review) Develop integrated observing system monitoring tools and KPIs (EOVs oriented) Release of the JCOMMOPS API to share metadata through M2M mecanisms (and better serve WIGOS/OSCAR requirements) Integrate its web services with OSMC web services to promote integrated data access and data visualisation tools Improve DBCP historical meta-database, and in particular SST metadata Develop a metadata format for surface drifters Migrate E-SURFMAR ship database and services to JCOMMOPS Develop and improve metadata for ship based observing platforms Improve monitoring tools for a number of networks (e.g. GO-SHIP/SOOP cruises, moorings, ships) in cooperation with WIGOS/OSCAR Start to monitor a number of coastal/regional stations dependent on additional resources Develop further international cooperation through donor programmes Allocate identifiers at platforms registration, on behalf of WMO/IOC and control the uniqueness of these identifiers (JCOMM-MAN 12 action) Deliver a first JCOMMOPS annual report (JCOMM-MAN 12 action)

Unique ID scheme & actions
JCOMMOPS allocates identifiers at platforms registration, on behalf of WMO/IOC JCOMMOPS controls the uniqueness of these identifiers WMO identifiers for marine platforms are disconnected from geographical areas (which are not appropriate for drifting platforms). (Action, to review allocation scheme by OCG-7 in April 2016) This would have the following advantages if a fully machine-to-machine interface and procedure could be implemented: national focal points for observing networks will be relieved from this task WMO HQ staff time will be relieved from this task JCOMMOPS would need to set up an operational service on behalf of WMO and IOC in cooperation with the WIGOS task team on metadata (Action for JCOMMOPS, once/if scheme is approved by WIGOS).

ACTIONS REQUIRED FROM THE JCOMM MAN COMMITTEE:
JCOMMOPS wishes to stabilize the new Science and Communication Technical Coordinator that has proven to be a precious resource serving all observing networks and JCOMM. JCOMMOPS regular budget can handle this extra resource. JCOMMOPS budget is extremely complex to manage and JCOMMOPS calls for a unique trust fund at WMO and used only for JCOMMOPS activities, as soon as possible. JCOMMOPS recalls the importance to be at the forefront for unique identifiers allocation and invite JCOMM-MAN and WMO/WIGOS to formalize this mechanism. JCOMMOPS invites JCOMM- MAN to set a proper agenda item for the next JCOMM conference to expose further the recent accomplishments of the office. JCOMMOPS invites JCOMM-MAN to investigate the possibilities of funding from Regional Associations and GOOS Regional Alliances to support the expansion of JCOMMOPS monitoring role to the coastal and regional level.
