3 A duty towards care markets
The Care Act (2014) places new duties on local authorities to promote the efficient and effective operation of the market for adult care and support as a whole. Sustainable diverse quality Provider Purchaser Shaper In a nutshell local authorities have gone from provider to purchaser, and since the Care Act, to shaper of the market. So now they have a much wider responsibility to all who receive care and support regardless of how that care and support is paid for. This represents a significant shift in the role of the local authority and in my view requires different skills and a different culture. This new role has called for a different understanding of the care and support market. Local authorities are now seeking to answer a wider set of questions such as :  Is the range of care and support provision locally appropriate to meet needs and sufficient to meet anticipated demand? What are self-funders buying, and what care and support would they like to access, but is not currently available? Which providers have the potential to diversify or offer a more integrated service? And which local companies and organisations might be at risk and why? Local authorities in Wales to publish market stability reports reviewing the sufficiency of care and support in their area
