4 Incident Command System (ICS)
A standardized, on-scene, all-hazard incident management concept. ICS is a model for command, control and coordination of the response to an emergency. ICS provides a process for coordinating the efforts of various agencies and resources as they work together, in a safe manner, for the control and mitigation of an emergency incident.

5 Why do you need to know about ICS?
We live in a complex world in which responding to emergencies, from single-car accidents to large-scale disasters, often requires cooperation among several agencies. In an emergency, you and other personnel from your agency may be called upon to help with the response. Given the current movement toward using an ICS structure for emergency response, it is likely, therefore, that you will function in an ICS environment. History of the ICS: ICS was developed in the 1970s in response to a series of major wild land fires in southern California. At that time, municipal, county, State, and Federal fire authorities collaborated to form the Firefighting Resources of California Organized for Potential Emergencies (FIRESCOPE). The common Goal of ICS • Stabilizing the incident • Protecting life, • Property, and • Environment.

Significances of ICS  Hazardous  materials  (HAZMAT)  incidents      Planned  events  (celebrations, concerts,  official  visits,  etc.)  Response  to  natural  hazards      Single  and  multiagency  law  enforcement  incidents      Lack  of  comprehensive  resource  management  strategy      Fires      Incidents  involving  multiple  casualties      Air,  rail,  water,  or  ground  transportation  accidents      Wide area  search  and  rescue  missions      Private  sector  emergency  management  program

7 Management Functions & Components of ICS
Provides organizational structure for response to any single incident or multiple incidents without being hindered by jurisdictional boundaries Integrates communication and planning by establishing a manageable span of control Command Planning Operations Logistics Finance/Administration OPERATIONS PLANNING LOGISTICS FINANCE/ ADMINISTRATION SAFETY INFORMATION LIAISON INCIDENT COMMANDER Major  components of ICS

8 Incident Command System Core Concepts
Common terminology Integrated communications Modular organization Unified command structure Manageable span of control Consolidated action plans Comprehensive resource management Pre-designated incident facilities

9 Unified Command Components of ICS Uses of UC
Geographic  boundaries (e.g., two states,  Indian  Tribal  Land);     Governmental  levels  (e.g.,  local,  state,  federal);     Functional  responsibilities (e.g., fire fighting, oil spill, EMS);     Statutory  responsibilities  (e.g.,  federal  land);  or     Some  combination  of  the  above.

10 Relationship between ICS and UC UC Benefits
Figure - Relationship between ICS and UC

11 Advantages of ICS/UC Uses a common language and response culture
Optimizes combined efforts Eliminates duplicative efforts Establishes a single command post Allows for collective approval of operations, logistics, planning, and finance activities Encourages a cooperative response environment Allows for shared facilities, reduced response costs, increased efficiency and fewer communication breakdowns Permits responders to develop and implement one consolidated Incident Action Plan

12 ICS: Bangladesh  Model

13 Challenges for Implementation of ICS in Bangladesh
Political groups Civil Administration during Emergency Response Operation Setback between Armed Forces and Civil Administration during emergency operation Conflict between Military and NGOs in Emergency Response Operations Line of Communication

14 Question What is an Incident Command System?
Challenges for Implementation of ICS in Bangladesh What is the Relationship between an ICS and a UC? What are the Advantages of an ICS/UC? What practices in Bangladesh perspective according to SoD?

15 Thank You
