Instrument for Pre-accession (IPA) 11.7 Billion Euros for (all sectors) Connecting Europe Facility (CEF) Possibility to finance links to third countries and/or projects in third countries (conditions – see CEF Reg) Border crossings to third countries are nodes of core network Western Balkan Investment Framework (WBIF) Feasibility/preparatory studies Coordination Regional: South-East Europe Transport Observatory (SEETO) Bilateral: IPA country strategies / SAA committees

SAAs: Protocol 4 on land transport
Access to the market Unrestricted access to transit traffic With regard to mutual access to transport markets, bilateral agreements remain, BUT "Parties shall undertake to work together to seek a definitive system for regulating future road transport access" Other provisions Non-discrimination (tolls, taxes, etc.) Alignment of rules (social, W&D, safety, environment, etc.) Simplification of formalities

Road charging (upcoming?)
Problems: Crumbling infrastructure (maintenance funding gap) Congestion (1-2% EU GDP) Patchwork of incompatible systems in the EU →Solution: Fair, efficient and better coordinated road pricing The Commission considers the possibility to revise Directive 1999/62/EC ("Eurovignette") to address the problems
