2 When we talk of rehabilitation it implies two things: One, the making good of the losses people, livestock and the ecosystem have suffered, and Secondly, the safeguards to be put in place to prevent the likelihood of those losses in the event of a similar kind of disaster. Recovery/Rehabilitation Programme will depend on the nature of Disaster: Low-Impact Disasters Medium-Impact Disaster High-Impact Disaster

3 Planning for Rehabilitation
As we have been discussing, planning for recovery will require focus on all the factors that have a role to play in Drawing up a good plan for Prevention, mitigation and Response. To mention some of them: Institutional support systems; Legal-regulatory Framework; Comprehensive Scenario Mapping; Taking Stakeholders on board; A vibrant knowledge-sharing platform. Availability and optimum deployment of resources; Effective Capacity-building programme for manpower; Citizen Engagement; Effective oversight.

4 Strategising the Interventions
National Disaster Recovery Framework places the Rehabilitation interventions under four categories: Physical Interventions (Shelter and Settlement, Critical and Community Infrastructure, Cultural Heritage Buildings etc.). Economic Interventions (Primary Sectors - Agriculture, Animal Husbandry, Fisheries); Secondary, Tertiary and Informal Sector - Business & Industry: Micro, Small and Medium Enterprises, Trade, tourism and service sector Informal Sector and Women Income Earners); Social interventions (Health, Water and Sanitation, Education and Psychosocial Support); Cross-cutting Interventions (Disaster Risk Reduction, Environmental Protection, Protection of vulnerable groups).

5 Strategising the Interventions
We can have additional separate category Of INSTITUTIONAL INTERVENTIONS that encompasses the governance, monitoring and oversight systems, Laws and Rules, Communication and Connectivity issues, Capacity-building and Citizen Engagement mechanism. It is obvious that these are the same issues that we discussed in the session on Planning for prevention and Mitigation.

6 Way forward So let’s discuss the Long-term Rehabilitation Plan under these five broad Headings and try to find out what we need to do for long-term rehabilitation of (i) the people in a perennially flood ravaged area like Dhemaji; and (ii) the people affected by a major man-made disaster.
