Introduction NCDF Vision:
To improve decision making by establishing a reference resource within a framework that cuts across existing Communities of Interest (COIs) and data stovepipes, the NCDF will improve interpretation of data to advance interoperability in the NATO Enterprise, the Alliance and coalitions with Partners. 23/06/2018 NATO UNCLASSIFIED

Stakeholders NCDF Vision:
The NCDF is intended for all COIs involved in creating operational Information Exchange Requirements (IERs) to deliver data standards and data interfaces for NATO and National federated information systems/services. This includes NATO Enterprise, Allies, and Partners; their implementation authorities, system implementers, standardization bodies, operational decision makers, data managers and the resource community. 23/06/2018 NATO UNCLASSIFIED

Concept NCDF requires a standing organization, processes, roles and responsibilities to fulfil the vision NCDF will spin off projects, as required, to fulfil its objectives. Projects are the mechanism by which change is achieved. 23/06/2018 NATO UNCLASSIFIED

Provide re-usable transforms useful to implement STANAG 5528, specifically transforms to translate ground based FFI information to J3.5 messages. References STANAG 5528, Services to Forward Friendly Force Information (FFI) to Weapon Delivery Assets (WDA), 19 Jun 2016 Objectives Expedite National employment of STANAG 5528 based solutions Desired Outcomes Reduced fratricide and collateral damage. Scope The project covers STANAG 5528 compliant transforms only suitable for re-use by the stakeholders. Exclusions The full implementation of a STANAG 5528 compliant service is to be completed by individual stakeholders. Project Mandate What exactly is this project?
Deliver re-usable Transforms (FFI to J3.5) that are compliant with STANAG 5528. Are there any constraints that must be honored? Must be compatible with the implementations of key stakeholders. How much money is available, and what are the financial restrictions? No additional funding is available for this activity. Participants will fund their own participation and related expenses. Are there any schedule or time limits? Must be completed with sufficient time for stakeholder STANAG 5528 implementations to test the Transforms at the April 2017 TIDE Sprint. Scope The project covers STANAG 5528 compliant transforms only suitable for re-use by the stakeholders. Project Initiation Document

Business Case Increase the commanders' situational awareness of the land battle space in order to increase the operational effectiveness of the force; and support identification of own forces to reduce the risk of fratricide and collateral damage. Executive Committee Purpose Objectives
The purpose of the Executive Committee is to ensure stakeholder involvement in the NCDF processes. The Executive Committee has the authority and means to commit resources, as required, in the execution of their duties. The Executive Committee will ensure relevant governance, guidance and direction is applied, when required. Objectives Engaging stakeholders, understanding their needs, context and utility Bring stakeholders to the table, as required, to address information exchange improvements Maintain a global view of stakeholders, required information exchange, current and future architectures, and related issues and gaps Receive Information Exchange Requirements (IERs) for action Prioritize IERs for action Start projects to address fully qualified, and resourced, IERs Fulfill the role of Executive within individual Project Boards Assign a Project Manager to a project Provide guidance to individual projects Receive the products of individual projects and initiate pull-through activity required to achieve the desired benefits Ensure Lessons Learned are applied to future projects 23/06/2018 NATO UNCLASSIFIED

Project Board Purpose Objectives
The Project Board is accountable to the Executive Committee for the success of the project, and has the authority to direct the project within the remit set by the Executive Committee as documented in the Project Mandate. The Project Board is also responsible for the communications between the project management team and stakeholders external to that team (e.g. Executive Committee). Objectives Accept Project Mandate from the Executive Committee Translate the Project Mandate into a viable Business Case which details the required products and the benefits to be achieved by the project Develop a Project Plan which details how the required products will be achieved Develop appropriate Product Descriptions, including quality parameters and tolerances Authorize the project Direct the project Control the project Close the project Facilitate the pull through required to achieve the required benefits Facilitate capture of Lessons Learned 23/06/2018 NATO UNCLASSIFIED

Project Manager Purpose Objectives
The Project Manager has the authority to run the project on a day-to-day basis on behalf of the Project Board within the constraints laid down by them. The Project Manager’s prime responsibility is to ensure that the project produces the required products within the specified tolerances of time, cost, quality, scope, risk and benefits. The Project Manager is also responsible for the project producing a result capable of achieving the benefits defined in the Business Case. Team Manager Purpose Objective
The Team Manager’s prime responsibility is to ensure production of those products defined by the Project Manager to an appropriate quality, in a set timescale and at a cost acceptable to the Project Board. The Team Manager role reports to, and takes direction from, the Project Manager. Owner Executive Committee Purpose The purpose of the context awareness process is to understand the context that exerts influence over multiple stakeholders and the stakeholders that exert influence over multiple contexts. Understanding these relationships between stakeholders and contexts will inform effective decision making when building a project team to resolve specific IERs.
