EVERYONE must wear seat belts
Must have red decal on front and rear plates

4. The Student Learner’s Permit *** Passenger Restriction ***
If the permit holder’s parent/guardian is in the vehicle, there is NO passenger restriction.
If the permit holder’s parent/guardian is NOT in the vehicle, there can only be ONE additional passenger.
** The supervisor is NOT considered an “additional passenger.” **
