Increase in capability and effect Minimal to no increase in manpower Maintain required lethal effectiveness Strategic application Influence enemy activity Nullify use of human shields/sacred buildings Shape the battlespace The AF NLC program operates off three basic premises: First, the technology must provide a realized increase in military capability. This is directly tied into the requirements generation process under the AF NLCRWG in which the capabilities are derived from warfighter requirements. Cannot chase widgets for the sake of technology. To incorporate the NL technology, there can be no corresponding increase in required manpower. The technology must be readily employable with the existing force structure. This is a critical area for SF in particular. Recent study reported the career field is 8500 personnel short of requirements. Technology must be leveraged to fill this critical gap. The arming and subsequent employment of NLCs must not have a negative impact on the airman’s ability to apply immediate and effective lethal force should the situation warrant such action. Equipping airmen with too many systems and associated ammunition will be counterproductive and decrease our force’s ability to effectively fight. The strategic application of NL Capabilities provides a unique ability to influence enemy activity while limiting collateral damage. The ability to eliminate a threat at an “off limits” structure or reduce enemy capability without severely affecting the general populace is immeasurable. Additionally, US or allied forces may desire to operate in the targeted area at some point in the near future and significant damage would adversely affect their capability to do so. By eliminating or reducing the threat through NL force application, the area can be left intact or in a manner easily reversible by friendly forces, allowing a quicker return to operations.

5 NL Force Integration NLWs enhance assessment & deterrence capability with less downside risks Ability to interrogate and act at max distance is essential, also with less downside risks Way Ahead Fill non-lethal capability gaps Pursue Technology to Reduce Risk…Gaps….Costs To wrap up – key issues to be faced by our current and future military The threat will continue to endure and will remain significant. The capability NLWs provide to interrogate is essential to addressing this issue. Efforts to increase the distance beyond that of convention/current NLWs is important to provide increase response time by our personnel. The expeditionary nature of our forces and the equipment required to conduct current missions has greatly increased the size of our footprint. Therefore, it is important to develop technology that decreases this footprint to decrease our impact. Rheostatic NL capabilities provide this enhancement by combining lethal and non-lethal force onto a single platform. The risk remains high due to problems relating to detection, identification and assessment. The development and employment of NLWs will provide a method with which to reduce the that risk and protect our personnel and assets. The way ahead is simple – increase capability by addressing gaps, risk and the costs associated with doing business
